Book excerpt: China's military modernization, especially of its missile forces, will soon require the United States Pacific Command (USPACOM) to seek proactive alternatives to carrier battle groups in order to continue to deter Chinese aggression against Taiwan. China's asymmetric niche in missile forces requires a determined effort to ensure the balance of power is not tipped to one side. Due to the military, social, and political change ongoing in the Peoples' Republic of China (PRC), the next crisis across the Taiwan Strait may be less stable than the last one in 1996. As long as the PRC is in a transitional state toward democracy, the propensity for conflict is greater than if the government was stable. This must be closely watched. USPACOM must lead the way in calling for missile defense systems for U.S. forces and for our allies. In the interim, the objective of deterrence must be achieved through credibility, communication, and coercion when it is necessary. This can only be accomplished by increasing the current level of Sino-U.S. military engagement. A sustained program of more bilateral exercises, military-to-military contacts at decreasing levels of seniority, and service school educational opportunities can be a positive approach to shaping the future of Sino-U.S. relations. By proving to the PRC that the United States is not a paper tiger, U.S. strength would serve as a credible deterrent to Chinese aggression across the Taiwan Strait. In this case, time is on the side of peace and stability in the Asia-Pacific region. The United States must be ready and able to provide that time.

It has recognised the need to do more in Southeast Asia, but its success may be limited by its approach to competition with China and lack of an economic strategy. 9. The Biden administration, like its predecessors, lacks an economic strategy for the Indo-Pacific region. This major weakness in regional policy is driven by US protectionist trade preferences at home. Proposed initiatives on digital trade and infrastructure cannot compensate for the absence of a comprehensive trade-based economic approach. 10. The Biden administration views China as a predominantly long-term military challenge. Its efforts to minimise spending on US forward posture in the region suggest it may be less committed to a strategy of deterrence by denial to prevent Chinese aggression. Recommendations for the Biden administration To compete for influence in the Indo-Pacific, the Biden administration should: 1. Clearly identify the Indo-Pacific region as its foreign and defence policy priority and marshal resources accordingly. 2. Articulate clear goals for its relationship with China and its strategic position in the Indo-Pacific region. 3. Avoid emphasising ideological competition with China and instead focus on maximising its influence by responding to regional needs. 4. Signal its commitment to a strategy of deterrence by denial to prevent Chinese aggression and bolster its investments in Western Pacific military posture to reinforce its credibility. 5. Empower its allies to assume greater responsibility for their own defence requirements by reducing legislative and political obstacles to allied self-strengthening. 6. Pay special attention to Southeast Asia as a region of strategic importance, given its geography, size and the fluidity of its alignment dynamics. 7. Clearly signal that it is committed to mutually beneficial economic engagement with the Indo-Pacific and adopt trade and investment strategies that reinforce its role as an indispensable resident economic power.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

It might arise because the most powerful country in the world did not have credible options prepared for the most dangerous military crisis looming in front of it." Proposing "a realistic strategic objective for Taiwan, and the associated policy prescriptions, to sustain the political balance that has kept the peace for the last fifty years," the authors urge the Joe Biden administration to affirm that it is not trying to change Taiwan's status; work with its allies, especially Japan, to prepare new plans that could challenge Chinese military moves against Taiwan and help Taiwan defend itself, yet put the burden of widening a war on China; and visibly plan, beforehand, for the disruption and mobilization that could follow a wider war, but without assuming that such a war would or should escalate to the Chinese, Japanese, or American homelands. "The horrendous global consequences of a war between the United States and China, most likely over Taiwan, should preoccupy the Biden team, beginning with the president," the authors conclude.

What makes Taiwan's air defense problem so difficult is the combination of its proximity to China and the massive investments that the People's Republic of China has made in a range of systems that threaten Taiwan's aircraft. China's fighter aircraft capabilities have surpassed those of Taiwan in the air. Furthermore, China now has the capability to destroy all of Taiwan's aircraft at their bases. Thus, Taiwan needs to rethink how it can accomplish its air defense goals. Fighter aircraft are not the only element of Taiwan's air defense; surface-to-air missiles are the other major element. This report analyzes how Taiwan might approach air defense, by downsizing and shifting its fighter aircraft force to focus on coercive scenarios, increasing its investment in surface-to-air missiles, and dedicating its surface-based air defense to becoming an enduring warfighting capability able to contribute throughout the duration of a sustained and effective defense of Taiwan. It describes the essential air defense problem posed by the People's Liberation Army, characterizes the current capabilities and level of funding that Taiwan invests in air defense, and then develop several alternative investment strategies.
