Book excerpt: The Defence Capability Plan: Public Version 2006-2016 (DCP 2006-16) provides a brief account of major capital equipment proposals that are currently planned to be approved in the period 2006 to 2016. Details relating to a small number of classified and sensitive proposals have been withheld. These proposals represent less than two percent of the total forecast expenditure. Proposals generally consist of a number of self-contained phases. Each will be reviewed and approved separately by Government. Planning for the later phases of some proposals is still too immature to provide specific details on each phase. The Government is intent on ensuring the investment in future capability is maintained at appropriate levels so that ADF capability is improved over time. To aid in this, funding for the DCP is increased annually to take account of the effects of general inflation and is adjusted to reflect movements in foreign currency exchange rates. The Government has committed to continuing the 3% Defence White Paper 2000 growth in funding for the DCP beyond FY 2010/11 to ensure that Defence can continue to meet the capability goals set out in the White Paper into the future. The graph below shows the cumulative funds available to the DCP and for total major capital equipment investment over the next decade to FY 2015/16, compared to the cumulative funds available in the previous DCP 2004-14 decade.

This book was released on 2009 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new Defence White Paper explains how the Government plans to strengthen the foundations of Australia's defence. It sets out the Government's plans for Defence for the next few years, and how it will achieve those plans. Most importantly, it provides an indication of the level of resources that the Government is planning to invest in Defence over coming years and what the Government, on behalf of the Australian people, expects in return from Defence. Ultimately, armed forces exist to provide Governments with the option to use force. Maintaining a credible defence capability is a crucial contributor to our security, as it can serve to deter potential adversaries from using force against us or our allies, partners and neighbours.

Book Making Sense of Cyber Capabilities for Small States

Download or read book Making Sense of Cyber Capabilities for Small States written by Francis C. Domingo and published by Routledge. This book was released on 2022-03-28 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: Domingo explores the potential of cyber capabilities for small states in the Asia-Pacific, the most active region for cyber conflict. He develops a systematic explanation for why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities. Studies on cyber conflict and strategy have substantially increased in the past decade but most have focused on the cyber operations of powerful states. This book moves away from the prominence of powerful states and explores the potential of cyber capabilities for small states in the Asia-Pacific, the most active region for cyber conflict. It develops a systematic explanation of why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities despite its obscure strategic value. The book argues that the distribution of power in the region and a "technology-oriented" strategic culture are two necessary conditions that influence the development of cyber capabilities in small states. Following this argument, the book draws on neoclassical realism as a theoretical framework to account for the interaction between these two conditions. The book also pursues three secondary objectives. First, it aims to determine the constraints and incentives that affect the utilization of cyber capabilities as foreign policy instruments. Second, the book evaluates the functionality of these cyber capabilities for small states. Lastly, it assesses the implications of employing cyber capabilities as foreign policy tools of small states. This book will be an invaluable resource for academics and security analysts working on cyber conflict, military strategy, small states, and International Relations in general.
