A lack of understanding of ISISs historical and ideological roots has led to a poor and confused response by the Western coalition in attempting to combat this terrorist ideology. Summary: ISIS is a Wahhabi organization. Wahhabism, as an ideology, dates back more than 1,400 years. Due to their intolerant ideology and violent background, the majority of both Sunni and Shia Muslims throughout the world despise Wahhabis. Western alignment with and support of the autocratic Wahhabi regimes in the Middle East has promoted the widespread rise of various like-minded Wahhabi groups ranging from the Taliban and al-Qaeda to ISIS, Jaysh al-Islam, Al-Nusrah, and Boko-Haram, to name a few. The Western coalition needs to reassess their policies with regimes responsible for providing ideology, rhetoric, and funding to this abhorrent organization. Conclusion: There is an urgent need for an immediate change in US policy along the lines of the Cuban or Venezuelan crisis, one modified to adjust to Syrian realities to defeat ISIS. A comprehensive review and realignment of Middle East policy can defeat terrorism, including ISIS, while solving both the Syrian and the Israeli-Palestinian conflict.

Although support for violent extremism in Indonesia remains marginal, cells of IS followers maintain a low-level capacity to conduct lethal attacks against civilian and government targets. Most IS operations in Indonesia are sporadic and low-level attacks against the Indonesian police. Religious minorities have also been high-profile targets, as in the Surabaya church suicide bombings of 13 May 2018. There are some indications, however, of militants' renewed interest in attacking foreign targets, such as tourists on the resort island of Bali.

While it has traits that exploit and reflect the current international context, it is not utterly without precedent: some aspects of al-Qaeda are unusual, but many are not. Terrorist groups end according to recognisable patterns that have persisted for centuries, and they reflect, among other factors, the counter-terrorist policies taken against them. It makes sense to formulate those policies with a specific image of an end in mind. Understanding how terrorism ends is the best way to avoid being manipulated by the tactic. There is vast historical experience with the decline and ending of terrorist campaigns, yet few policymakers are familiar with it. This paper first explains five typical strategies of terrorism and why Western thinkers fail to grasp them. It then describes historical patterns in ending terrorism to suggest how insights from that history can lay a foundation for more effective counter-strategies. Finally, it extracts policy prescriptions specifically relevant to ending the campaign of al-Qaeda and its associates, moving towards a post-al-Qaeda world.
