Book Deep Water The Gulf Oil Disaster and the Future of Offshore Drilling Report to the President January 2011

Download or read book Deep Water The Gulf Oil Disaster and the Future of Offshore Drilling Report to the President January 2011 written by National Commission on the BP Deepwater Horizon Oil Spill and Offshore Dril and published by Government Printing Office. This book was released on 2011-05-24 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: On April 20, 2010, the Macondo well blew out, costing the lives of 11 men, and beginning a catastrophe that sank the Deepwater Horizon drilling rig and spilled nearly 5 million barrels of crude oil into the Gulf of Mexico. The spill disrupted an entire region’s economy, damaged fisheries and critical habitats, and brought vividly to light the risks of deepwater drilling for oil and gas—the latest frontier in the national energy supply. Soon after, President Barack Obama appointed a seven-member Commission to investigate the disaster, analyze its causes and effects, and recommend the actions necessary to minimize such risks in the future. The Commission’s report offers the American public and policymakers alike the fullest account available of what happened in the Gulf and why, and proposes actions—changes in company behavior, reform of government oversight, and investments in research and technology—required as industry moves forward to meet the nation’s energy needs.

National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling and published by Government Printing Office. This book was released on 2011-01-11 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The explosion that tore through the Deepwater Horizon drilling rig last April 20, as the rig's crew completed drilling the exploratory Macondo well deep under the waters of the Gulf of Mexico, began a human, economic, and environmental disaster. Eleven crew members died, and others were seriously injured, as fire engulfed and ultimately destroyed the rig. And, although the nation would not know the full scope of the disaster for weeks, the first of more than four million barrels of oil began gushing uncontrolled into the Gulf--threatening livelihoods, precious habitats, and even a unique way of life. A treasured American landscape, already battered and degraded from years of mismanagement, faced yet another blow as the oil spread and washed ashore. Five years after Hurricane Katrina, the nation was again transfixed, seemingly helpless, as this new tragedy unfolded in the Gulf. The costs from this one industrial accident are not yet fully counted, but it is already clear that the impacts on the region's natural systems and people were enormous, and that economic losses total tens of billions of dollars"--Page vi of online resource.

Book Macondo Well Deepwater Horizon Blowout

Download or read book Macondo Well Deepwater Horizon Blowout written by National Research Council and published by National Academies Press. This book was released on 2012-03-02 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: The blowout of the Macondo well on April 20, 2010, led to enormous consequences for the individuals involved in the drilling operations, and for their families. Eleven workers on the Deepwater Horizon drilling rig lost their lives and 16 others were seriously injured. There were also enormous consequences for the companies involved in the drilling operations, to the Gulf of Mexico environment, and to the economy of the region and beyond. The flow continued for nearly 3 months before the well could be completely killed, during which time, nearly 5 million barrels of oil spilled into the gulf. Macondo Well-Deepwater Horizon Blowout examines the causes of the blowout and provides a series of recommendations, for both the oil and gas industry and government regulators, intended to reduce the likelihood and impact of any future losses of well control during offshore drilling. According to this report, companies involved in offshore drilling should take a "system safety" approach to anticipating and managing possible dangers at every level of operation-from ensuring the integrity of wells to designing blowout preventers that function under all foreseeable conditions-in order to reduce the risk of another accident as catastrophic as the Deepwater Horizon explosion and oil spill. In addition, an enhanced regulatory approach should combine strong industry safety goals with mandatory oversight at critical points during drilling operations. Macondo Well-Deepwater Horizon Blowout discusses ultimate responsibility and accountability for well integrity and safety of offshore equipment, formal system safety education and training of personnel engaged in offshore drilling, and guidelines that should be established so that well designs incorporate protection against the various credible risks associated with the drilling and abandonment process. This book will be of interest to professionals in the oil and gas industry, government decision makers, environmental advocacy groups, and others who seek an understanding of the processes involved in order to ensure safety in undertakings of this nature.

Book Offshore Risk Assessment Vol 1

Download or read book Offshore Risk Assessment Vol 1 written by Jan-Erik Vinnem and published by Springer Nature. This book was released on 2019-09-11 with total page 552 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first textbook to address quantified risk assessment (QRA) as specifically applied to offshore installations and operations. As the first part of the two-volume updated and expanded fourth edition, it adds a new focus on the EU Offshore Safety Directive, and discusses the new perspective on risk from the Norwegian Petroleum Safety Authority, followed by new and updated international standards. New safety statistics for the Norwegian sectors are presented, as well as new case studies on international offshore accidents, such as the explosion on FPSO Sao Mateus in 2015, which involved 9 fatalities. Separate chapters analyse the main hazards for offshore structures: fire, explosion, collision, and falling objects, as well as structural and marine hazards. Risk mitigation and control are discussed, as well as how the results of quantitative risk assessment studies should be presented. The fourth edition presents updated hydrocarbon release statistics, together with new methods for modelling the risk from ignited hydrocarbon releases. There have been recent advances in the modelling of collision risk from passing and attending vessels, based on extensive research; these advances are described in detail, in addition to new developments in the safety of Dynamic Positioning vessels. In closing, the book provides updated statistics and lessons learned from accidents involving offshore helicopter transportation of personnel. The book offers a comprehensive reference guide for academics and students of marine/offshore risk assessment and management. It will also be of interest to professionals in the industry, as well as contractors, suppliers, consultants and regulatory authorities.

Book excerpt: A sharp, informed and thoroughly practical guide to contemporary and developing issues relating to sea pollution, prepared by leading academics and practitioners with everyday hands-on experience. Pollution at Sea focuses on a number of the vital private law issues – compensation, insurance, contract and tort – thrown up by contemporary developments in the law of pollution. The book also intends to offer a critical analysis on emerging public law concepts, such as the legal position of seafarers from the perspective of criminal law in cases of pollution and the impact of port state control as a pollution control mechanism. Pollution at Sea is divided into three parts: 1. Private Law Liability Regimes 2. Rights and Liabilities of Particular Parties 3. The Impact of Public Law on the Actors Concerned In part 1; various liability regimes are dissected, including those which have been under the spotlight in recent years. This section has particular international appeal, and many of the regimes discussed are based at least in part on international conventions, agreements or practices. In part 2; the impact of pollution at sea on third parties is considered, with respect to the legal position of parties that might be perused either by the victims of pollution incidents or in some cases by the parties liable by way of a recourse action. Finally in part 3; recent relevant developments, particularly in the realm of public law are covered.
