Book excerpt: This book offers a comprehensive, article-by-article legal commentary on the United Nations Convention Against Transnational Organized Crime and its Protocols on trafficking in persons, smuggling of migrants, and trafficking in firearms and ammunition. The Convention- often referred to by the acronym UNTOC- was approved by the UN General Assembly on 15 November 2000 and made available for governments to sign at a high-level conference in Palermo, the heartland of the Italian Mafia, on 12-15 December 2000. For this reason, UNTOC is sometimes also referred to as the 'Palermo Convention'. The Convention entered into force on 29 September 2003. The purpose of UNTOC is to promote cooperation to prevent and combat transnational organized crime more effectively. UNTOC seeks to promote consistency among national legal systems and set standards for domestic laws so that States parties can effectively combat transnational organized crime. UNTOC is supplemented by three protocols: the Protocol against the Smuggling of Migrants by Land, Air, and Sea, the Protocol to Prevent, Suppress, and Punish Trafficking in Persons, especially Women and Children, and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components, and Ammunition. Article by article, this books presents the text of each provision of the Convention and the Protocols, followed by a systematic analysis of their background and negotiating history, their interpretation by the Conference of the Parties and its working groups, in judicial decisions by domestic and international courts, , in the academic literature, and in official material published by international organisations, chief among them the United Nations Office on Drugs and Crime (UNODC), the guardian of UNTOC and the Protocols. The authors offer critical, scholarly commentary. The book serves as a compendium for those using, researching, or studying provisions under UNTOC and the Protocols and as a handbook for those charged with implementing and enforcing them.

In its Resolution on the Convention on the Prohibition of Use of Nuclear Weapons, the UN General Assembly underlined that "the use of nuclear weapons poses the most serious threat to the survival of mankind" . But despite a nearly universal recognition of the threat posed by the mere existence of the nuclear arsenals, the issue of further nuclear proliferation among the members of the international community is yet to be solved. In this paper, we attempt to conduct a comparative analysis of possible approaches to the issue of nuclear proliferation. The goal of the research, however, is not the elaboration of practical solution of the issue. We will focus on the conceptual value of the one or another option, instead. The aim is to define main dimensions of the problem that can be faced by the international community: be it in the universal fora (e.g., the UN General Assembly) or in the 'exclusive clubs' (the UN Security Council). First part will be dedicated to the theoretical approaches that may be employed in the research. Also, the framework for the comparative analysis per se will be defined. In the second part of the paper, we will focus on the determination of factors that should be taken into account during the comparative evaluation of the solutions. In the third part, the set of factors will be applied to the potential solutions; and we will try to define common and specific characteristics of every option. This was done by various means for certain, including with the aid of an ingenious type of portable sundial that has barely attracted notice. As the Romans understood before the first century BCE, to track the passage of the sun across the sky hour-by-hour one needed to know one's latitude and the time of year, and that, furthermore, sundials did not have to be fixed objects. These portable instruments, crafted in bronze, were adjustable for the changes of latitude to be expected on long journeys--say, for instance, from Britain to Spain, or from Alexandria to Rome, or even on a Mediterranean tour. For convenient reference, these sundials incorporated lists of twenty to thirty names of cities or regions, each with its specific latitude. One of the insights of Roman Portable Sundials is that the choice of locations offers unique clues to the mental world-map and self-identity of individuals able to visualize Rome's vast empire latitudinally. The sixteen such sundials known to date share common features but designers also vied to create enhancements. Comparison with modern calculations shows that often the latitudes listed are incorrect, in which case the sundial may not perform at its best. But then the nature of Romans' time-consciousness (or lack of it) must be taken into consideration. Richard Talbert suspects that owners might prize these sundials not so much for practical use but rather as prestige objects attesting to scientific awareness as well as imperial mastery of time and space. In retrospect, they may be seen as Roman precursors to comparable Islamic and European instruments from the Middle Ages onwards, and even to today's luxury watches which display eye-catching proof of their purchasers' wealth, sophistication, and cosmopolitanism. Richly enhanced with detailed photographs, line drawings, maps, a gazetteer, and a table of latitudes and locations, Roman Portable Sundials brings these overlooked gadgets out of the shadows at last to reveal their hitherto untapped layers of meaning.
