Book excerpt: The Decontamination and Decommissioning (D & D) Program has three distinct phases: (1) surveillance and maintenance (S & M); (2) decontamination and removal of hazardous materials and equipment (which DOE Headquarters in Washington, D.C., calls Phase I of remediation); and (3) decommissioning and ultimate disposal, regulatory compliance monitoring, and property transfer (which DOE Headquarters calls Phase II of remediation). A large part of D & D is devoted to S & M at each of the sites. Our S & M activities, which are performed on facilities awaiting decommissioning, are designed to minimize potential hazards to human health and the environment by: ensuring adequate containment of residual radioactive and hazardous materials; and, providing physical safety and security controls to minimize potential hazards to on-site personnel and the general public. Typically, we classify maintenance activities as either routine or special (major repairs). Routine maintenance includes such activities as painting, cleaning, vegetation control, minor structural repairs, filter changes, and building system(s) checks. Special maintenance includes Occupational Safety and Health Act facility upgrades, roof repairs, and equipment overhaul. Surveillance activities include inspections, radiological measurements, reporting, records maintenance, and security (as required) for controlling and monitoring access to facilities. This report summarizes out FY 1991 S & M activities for the Tennessee plant sites, which include the K-25 Site, the Gas Centrifuge facilities, ORNL, and the Y-12 Plant.

Book excerpt: The Y-12 Decontamination and Decommissioning (D & D) Program provides for the ultimate disposition of plant process buildings and their supporting facilities. The overall objective is to enable the Y-12 Plant to meet applicable environmental regulations and Department of Energy (DOE) orders to protect human health and the environment from contaminated facilities through decommissioning activities. This objective is met by providing for the surveillance and maintenance (S & M) of accepted standby or shutdown facilities awaiting decommissioning; planning for decommissioning of these facilities; and implementing a program to accomplish the safe, cost-effective, and orderly disposition of contaminated facilities. The Y-12 D & D Program was organized during FY 1992 to encompass the needs of surplus facilities at the Y-12 Plant. The need existed for a program which would include Weapons Program facilities as well as other facilities used by several programs within the Y-12 Plant. Building 9201-4 (Alpha 4) is the only facility that is formally in the D & D Program. Funding for the work completed in FY 1992 was shared by the Environmental Restoration and Waste Management Program (EW-20) and Weapons Operations (GB-92). This report summarizes the FY 1992 D & D activities associated with Building 9201-4. A section is provided for each task; the tasks include surveillance, routine and special maintenance, safety, and D & D planning.

Book excerpt: The Surplus Contaminated Facilities Program (SCFP) was established at the Oak Ridge National Laboratory (ORNL) in 1985 to provide support for inactive contaminated facilities that were largely abandoned by the programs which they formerly served. This support provides for routine surveillance and maintenance (S M) and special projects beyond a routine nature when such actions are needed to ensure adequate protection of personnel or the environment. The facilities included in the program had been used for research, technology development, isotope production and processing, and waste management. Support for facilities in the SCFP has previously been provided by the Department of Energy's (DOE's) Office of Energy Research: Multiprogram Energy Laboratories -- Facilities Support (ERKG) because of multiprogram use of the facilities or because of the landlord responsibility of Energy Research. Recently, an integrated Decontamination and Decommissioning (D D) program within the DOE Office of Environmental Restoration and Waste Management has been established to collectively manage the former Surplus Facilities Management Program, Defense D D Program, and the KG-funded, ORNL-originated SCFP. This report gives an overview of the S M planning, routine S M, and special maintenance project activities which have occurred at the SCFP facilities during the 1991 Fiscal Year.

The objective of the ER Program is to provide Y-12 the capability to meet applicable environmental regulations through facility development activities and site remedial actions. The WM Program supports the ER program. The D and D Program provides collective management of sites within the Plant which are in need of decontamination and decommissioning efforts, prioritizes those areas in terms of health, safety, and environmental concerns, and implements the appropriate level of remedial action. The D and D Program provides support to identifiable facilities which formerly served one or more of the many Plant functions. Program activities include (1) surveillance and maintenance of facilities awaiting decommissioning; (2) planning safe and orderly facility decommissioning; and (3) implementing a program to accomplish facility disposition in a safe, cost effective, and timely manner. In order to achieve the first objective, a formal plan which documents the surveillance and maintenance needs for each facility has been prepared. This report provides this documentation for the Y-12 facilities currently included in the D and D Program, as well as those planned for future inclusion in the Program, and includes projected resource requirements for the planning period of FY 1993 through FY 2000.

The program's mission is to minimize waste and prevent pollution in remedial investigations (RI), feasibility studies (FS), decontamination and decommissioning (D D), and surveillance and maintenance (S M) site program activities. Mission success will result in volume and/or toxicity reduction of generated waste. Energy Systems is producing a fully developed a Numerical Scoring System (NSS) and actually scoring the generators of Investigation Derived Waste (IDW) at six ER sites: Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, the Oak Ridge K-25 site, Paducah Gaseous Diffusion Plant (Paducah), and Portsmouth Uranium Enrichment Complex (Portsmouth). This report summarizes the findings of this initial numerical scoring evaluation and shows where improvements in the overall ER Pollution prevention program may be required. This report identifies a number of recommendations that, if implemented, would help to improve site-performance measures. The continued development of the NSS will support generators in maximizing their Pollution Prevention/Waste Minimization efforts. Further refinements of the NSS, as applicable suggest comments and/or recommendations for improvement.
