Book excerpt: An attempt is first made in this paper to illustrate in nonparametric framework the decomposition of total factor productivity growth (TFPG) into technical change and efficiency change. Färe et al. (1994) measure TFPG by taking geometric mean of two Malmquist indexes proposed by Caves et al. (1982), assuming that these two indexes are very different from each other. We have, however, shown that these two indexes are, in fact, the one and same for the case of constant returns to scale (CRS) technology involving single input and single output. In case of multi-input and output CRS technology, the productivity estimates of these two indexes are broadly similar. Our empirical results based on Indian Sunrise industries data indicate that the transition period of economic liberalization experiences high productivity decay despite high technical progress, suggesting bold policy decisions required by Government to bring changes in institutional and environmental climate to increase productivity by reducing inefficiency for the time to come.

To many, the main culprit is the fading positive impact of the information technology (IT) revolution that took place in the 1990s. But our estimates of TFP growth across the U.S. states reveal that the slowdown in TFP was quite widespread and not particularly stronger in IT-producing states or in those with a relatively more intensive usage of IT. An alternative explanation offered in this paper is that the slowdown in U.S. TFP growth reflects a loss of efficiency or market dynamism over the last two decades. Indeed, there are large differences in production efficiency across U.S. states, with the states having better educational attainment and greater investment in R&D being closer to the production “frontier.”

Book excerpt: Using the World Input-Output Database, this paper calculates total factor productivity (TFP) growth for a sample of 40 economies during the period 1995-2009 to show that TFP growth in Asian economies has been relatively strong. In a number of Asian economies, TFP growth in services has outpaced that in manufacturing. This paper presents a novel structural decomposition of TFP growth and shows that the main drivers of aggregate productivity growth, as well as differences in productivity growth between services and manufacturing, have been changing factor requirements. These effects tend to offset the negative productivity effect of a declining ratio of value added to gross output.

The proposed measure is difference-based, additively complete, and transitive. We also develop a general nonparametric framework to exhaustively decompose all Bennet-type TFP indicators, including the one introduced here, into technical change, technical efficiency change, scale efficiency change, and mix efficiency change. This decomposition provides a powerful tool for policy makers to guide financial decisions on research and development, extension, subsidies, and price support. The empirical application focuses on the Welsh sheep sector for the years 2001-2014. The results show that in this 14-year period, Welsh sheep farms increased their TFP by 30.28% on average (2.33% p.a.). However, the exhaustive decomposition shows that TFP growth is not distributed equally across all farms, with an increasing divergence between front-runners and laggards. The negative values of scale efficiency change and mix efficiency change cast doubt on the current subsidy policies.

Book excerpt: Total factor productivity change, here defined as output quantity change divided by input quantity change, is the combined result of (technical) efficiency change, technological change, a scale effect, and input and output mix effects. Sometimes allocative efficiency change is supposed to also play a role. Given a certain functional form for the productivity index, the problem is how to decompose such an index into factors corresponding to these five or six components. A basic insight offered in the present paper is that meaningful decompositions of productivity indices can only be obtained for indices which are transitive in the main variables. Using a unified approach, we obtain decompositions for Malmquist, Moorsteen-Bjurek, price-weighted, and share-weighted productivity indices. A unique feature of this paper is that all the decompositions are applied to the same dataset of a real-life panel of decision-making units so that the extent of the differences between the various decompositions can be judged.

Book excerpt: Recent development and growth accounting studies have established that total factor productivity is an important source of cross-country differences in income levels and growth rates. This paper makes two contributions. First, it examines the sensitivity of the development accounting results to the Cobb-Douglas specification of the production function. Second, within the Cobb-Douglas framework, it weighs evidence of the two alternative explanations of total factor productivity differences: the inefficiency view and the appropriate technology view. To accomplish these tasks, the world production frontier is estimated using a nonparametric deterministic approach known as data envelopment analysis. I find that the fraction of income differences explained by physical and human capital increases from 32% to 55% when departing from the Cobb-Douglas assumption. There is also evidence consistent with the appropriate technology view; countries with an inadequate mix of inputs are unable to access the most productive technologies. Moreover, the world technology frontier appears to be shifting out faster at input combinations close to that of the Ramp;D leader. However, inefficiency appears to be the main explanation for low incomes throughout the world; it explains 43% of output variation in 1995, and its importance has increased over time.
