Book excerpt: Energy is one of the main determinants of economic growth, but the high dependence of electricity production by fossil fuels could be a brake for the development of countries which do not have a sufficient level of richness and/or which possess a high level of environmental sensitivity. Countries tend to contrast these limits to growth using a higher percentage of renewable sources for electricity generation, though the technological limits still suffer. Renewable energy sources are appreciated worldwide for their ability to limit significantly the impact of anthropic activities on energy production and counter the gradual appreciation of the raw materials used in the process of traditional generation based on gas and/or oil power plants. Moreover, renewable generation can encourage off-grid generation in the underdeveloped countries. The attention to environmental issues has led several countries to ratify international agreements such as the Kyoto Protocol, Durban Protocol and, more recently, the Paris Agreement; these mandates pledge to reduce emissions of pollutants and to increase the share of energy produced through the use of renewable sources, but the results obtained so far are not encouraging. The relevance of the renewable energy generation and the increase in the investments in a newly installed capacity lead many scholars to investigate the relationship between economic growth and the key factors of the investments in RES. With this volume, the authors want to explore and analyze the causes and consequences of fragmentation and discussing policy responses on promoting renewable energy generation by shedding light on the policies proposed to promote the renewable generation and enhance energy efficiency, their effectiveness in reducing environmental degradation and the promotion of decarbonization, and discussing how developing countries do and should continue to invest in green generation.

Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

On the one hand, recent projections of the OECD show that Turkey has a yearly GDP growth potential of over 7%. On the other hand, recent projections of UNDP and World Bank indicate that the level of CO2 emission is going to rise six-fold by 2025 with respect to the level of emissions in 1990. It is a great challenge to both meet the growth target and keep the CO2 under control. Thereupon, this paper tries to unfold factors that explain CO2 emissions by undertaking a complete decomposition analysis for Turkey over the period 1980-2003. The analysis shows, as is common to relatively fast growing economies, that the biggest contributor to the rise in CO2 emissions is the expansion of the economy (scale effect). The carbon intensity and the change in composition of the economy, which nearly move in tandem, also contribute to the rise in CO2 emissions, albeit at a slower rate. The energy intensity of the economy, which is decreasing, is responsible for a modest reduction in CO2 emissions. Hence, in congruence with the scale effect, we do not find a decoupling of carbon emissions and economic growth in Turkey over the period 1980-2003.

Book excerpt: The social cost of carbon (SCC) for a given year is an estimate, in dollars, of the present discounted value of the damage caused by a 1-metric ton increase in CO2 emissions into the atmosphere in that year; or equivalently, the benefits of reducing CO2 emissions by the same amount in that given year. The SCC is intended to provide a comprehensive measure of the monetized value of the net damages from global climate change from an additional unit of CO2, including, but not limited to, changes in net agricultural productivity, energy use, human health effects, and property damages from increased flood risk. Federal agencies use the SCC to value the CO2 emissions impacts of various policies including emission and fuel economy standards for vehicles, regulations of industrial air pollutants from industrial manufacturing, emission standards for power plants and solid waste incineration, and appliance energy efficiency standards. There are significant challenges to estimating a dollar value that reflects all the physical, human, ecological, and economic impacts of climate change. Recognizing that the models and scientific data underlying the SCC estimates evolve and improve over time, the federal government made a commitment to provide regular updates to the estimates. To assist with future revisions of the SCC, the Interagency Working Group on the Social Cost of Carbon (IWG) requested the National Academies of Sciences, Engineering, and Medicine complete a study that assessed the merits and challenges of a limited near-term update to the SCC and of a comprehensive update of the SCC to ensure that the estimates reflect the best available science. This interim report focuses on near-term updates to the SCC estimates.

In order to control and reduce carbon dioxide emissions, an effective analysis of the factors affecting emissions is needed. The current mainstream decomposition method for carbon emissions research, the LMDI decomposition method, can only explain the amount of emissions changes, but cannot explain the contribution of the stock portion. In order to reveal the impact of baseline and change on carbon emissions, consider factor decomposition studies in three different carbon emissions scenarios, including large carbon emission baselines with small changes, small carbon emission baselines and large changes, and carbon emissions. The reference amount is small and the amount of change is small. This paper selects Liaoning Province, Inner Mongolia Autonomous Region and Gansu Province, and uses LDMI and LN decomposition methods to consider the baseline and industrial carbon emissions trends for comparative analysis. The results show that: (1) The decomposition of carbon emission drivers by LMDI decomposition method is limited to dynamic changes and neglects stocks, and is not applicable to areas with large carbon emission standards and small changes. (2) The LN decomposition method can analyze the contribution of each impact driver to the change of total carbon emissions, but there is commonality in the decomposition of different carbon emission regions, that is, the primary and secondary order of driving factors and the mode of action for carbon emissions are the same. In short, in order to reduce the ambiguity and misleading of its policy recommendations, it is necessary to combine the LMDI decomposition method and the LN decomposition method to analyze the carbon emission factors, and highlight the efforts required to reduce carbon emissions in different development levels.
