Available in PDF, EPUB and Kindle. Book excerpt: The symposium "Pacific Salmon and Their Ecosystems: Status and Future Options',' and this book resulted from initial efforts in 1992 by Robert J. Naiman and Deanna J. Stouder to examine the problem of declining Pacific salmon (Oncorhynchus spp.). Our primary goal was to determine informational gaps. As we explored different scientific sources, state, provincial, and federal agencies, as well as non-profit and fishing organizations, we found that the information existed but was not being communicated across institutional and organizational boundaries. At this juncture, we decided to create a steering committee and plan a symposium to bring together researchers, managers, and resource users. The steering committee consisted of members from state and federal agencies, non-profit organizations, and private industry (see Acknowledgments for names and affiliations). In February 1993, we met at the University of Washington in Seattle to begin planning the symposium. The steering committee spent the next four months developing the conceptual framework for the symposium and the subsequent book. Our objectives were to accomplish the following: (1) assess changes in anadromous Pacific Northwest salmonid populations, (2) examine factors responsible for those changes, and (3) identify options available to society to restore Pacific salmon in the Northwest. The symposium on Pacific Salmon was held in Seattle, Washington, January 10-12, 1994. Four hundred and thirty-five people listened to oral presentations and examined more than forty posters over two and a half days. We made a deliberate attempt to draw in speakers and attendees from outside the Pacific Northwest.

Since the beginning of human habitation, salmon have been central to subsistence, trade, and even religion. The natives of the region considered salmon so crucial to their way of life that they bargained in 1850s treaties to continue to harvest a share of the salmon runs in return for ceding to the United States the lands that now forms the states of Idaho, Oregon, and Washington. A century and a half later, because of their environmental sensitivity, Pacific salmon runs from California to Alaska function as barometers of the health of the watersheds they inhabit. Their decline throughout the twentieth century is a reflection of the deterioration of Pacific Northwest watersheds. In this book, Professor Michael Blumm explains the role of the law in the decline of what were once the largest of the Pacific salmon runs, those of the Columbia Basin. The Columbia Basin is home to the largest interconnected hydroelectric power system in the world, considerable irrigation withdrawals, and extensive timber harvesting, grazing, and mining. All of these activities, along with substantial harvests in the ocean and the river, have adversely affected Columbia Basin salmon runs. As a result, the salmon runs, especially wild salmon, are now only a fraction of what they once were. Professor Blumm examines several unsuccessful promises to protect or restore the salmon runs, beginning with the Indian treaties of the 1850s and including a century of hatchery operations which aimed to compensate for habitat loss due to hydroelectric and other developments. These promises, as well as those made by the Northwest Power Act, the Pacific Salmon Treaty, the Endangered Species Act, the Clean Water Act, and the Federal Power Act proved unable to reverse the decline of Columbia Basin salmon. Sacrificing the Salmon explains why these efforts failed and examines the prospects for the future. Professor Blumm is pessimistic about the capability of ongoing restoration programs under the Endangered Species Act and the Northwest Power Act to achieve their goals because those programs are committed to a status quo of river operations that is the cause of roughly 80 percent of human caused salmon mortalities. He believes that more therapeutic courses of action lie in litigation concerning the tribes' treaty rights and in efforts to breach several dams on the Lower Snake River, and he explains why. Sacrificing the Salmon examines all of these issues in the complicated relationship of the law and the decline of Columbia Basin salmon, the first book to do so. There are several lessons in this case study which may applicable to other resources in other regions, and a concluding chapter of the book draws them. About the author: Michael C. Book excerpt: Without a doubt, the salmon fishery in Alaska has been at the forefront of natural resource debates and has served as an example of ineffective, misunderstood, and controversial policies, as well as many missed opportunities to better understand the resource. Management of Alaska's longest lasting natural resource industry is contingent upon an evolving scientific understanding of salmon. At the same time, policy has been shaped by political, economic, cultural, and social phenomena. Considering these parts of the historical narrative of the Alaska salmon industry demonstrates the fundamental challenges of fisheries management: reconciling biological limitation, economic demands, and cultural practices. This study contextualizes modern salmon management in Alaska by analyzing early- to mid-twentieth century conservation efforts within these constraints. To begin, some fundamental questions arise in the analysis of salmon management: why did managers make the decisions they did? What were limits faced by managers and the science they relied on? Also, how did political, economic, and cultural forces impact these decisions? By addressing these questions in a historical analysis, a fuller understanding of modern salmon management in Alaska is found. Answering these questions shapes this thesis and supports the argument that economic, political, and cultural factors often influenced changing policies as much as technological advances and ecological understanding did. In particular, Alaska's unique transition to statehood in the mid-twentieth century - a period when huge advances in ecology were underway - highlights how science often took a backseat to other concerns.
