Book excerpt: The UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (CDCE) was adopted in 2005 and designed to allow States to protect and promote cultural policies. This book examines the effectiveness of the CDCE and offers ways by which its implementation may be improved to better attain its objectives. The book provides insight in how the normative character of the CDCE may be strengthened through implementation and increasingly recurrent practice based on its provisions. Hailing from various fields of international law, political and social sciences, the book’s contributors work to promote discussions on the practical and legal influence of the CDCE, and to identify opportunities and recommendations for a more effective application. Part One of the book assesses the effectiveness of the CDCE in influencing other areas of international law and the work conducted by other intergovernmental organizations through the recognition of the double nature (cultural and economic) of cultural goods and services. Part Two focuses on the practice of the CDCE beyond the recognition of the specificity of cultural goods and services in international law by addressing the CDCE’s call for greater international cooperation and stronger integration of cultural concerns in development strategies at the national and regional levels. This is the central question addressed in this book. What are the political and social factors that have helped to create these historical exclusions, in terms of endangerment and loss of traditional languages? What are the global influences on the local landscape of languages and linguistic rights? What are the implications for cultural heritage and identity? In analyzing these questions and reporting on research in an array of countries, the chapter authors also suggest ways forward toward designing more inclusive policies and practices in educational contexts, whether in the context of obligatory schooling or in less formal educational contexts. UNESCO estimates that at least 43% of the estimated 6000 languages spoken in the world are endangered. Such statistics remind us that the linguistic diversity that characterizes the human condition is a fragile thing, and that certain languages need to be cultivated if they are to survive into the 21st century and beyond. The chapters in this volume originated as presentations at the XV World Congress of Comparative Education Societies (Buenos Aires, Argentina, 2013). They represent several global regions, namely Africa, Asia, Europe, and North America. Book excerpt: The philosopher Christopher Small suggests that musical meanings are concerned with relationships, both with other human beings and with the world, and that music functions as a means of exploration, affirmation, and celebration of those relationships. If members of different social groups have different values, or different concepts of ideal relationships, then the kinds of performances that enact those relationships will differ from one another. Using music to express benevolent intentions is not, in general, one of its most obvious functions. In fact, military music has been used throughout history to destroy cross-cultural communion. Music is also a powerful and ubiquitous tool in propaganda, and in facilitating various political projects in all kinds of inventive ways that have nothing much to do with the pursuit of peaceful and cooperative intercultural understanding, or with helping people address issues of injustice. This text moves far beyond the knowledge of music's power upon humans, however this may be conceived and explained. It addresses a field of inquiry that is still a tiny endeavor, at least in comparison with all other academic efforts in the world. The sparseness of serious theoretical engagement with the topic of music's potential role in the area of peace and policy is echoed by how little music is directly used in the "real world" for building a more humane consciousness. Finding ways to that goal is the purpose of this work.
