Book excerpt: This volume, (entitled "Globalization Is Decentralized : U.S. Foundations, and The Rise of Civil and Civic Society from Rockefeller's Latin America to Soros' Eastern Europe") could well have been sub-titled:1) "American Experiments In Using U.S. Philanthropic Tax Law to Decentralize Development Decisions from the Government to the Non-Governmental Sphere," 2) "Civil and Civic Society Versus the Negative Heritage of World Statism: Case Studies of Mexico and Romania," or3) Blockchain and The Refugee Crisis Globalization' to 'Fast-Track Globalization: Governments And Civil Society"These possible sub-titles reflect this work goals of, which are at least ten: First, to distinguish between "Gradual Globalization" and "Fast-Track Globalization"--the latter offering a new conceptual basis that allows us to compare competing definitions for what the term means as well as to develop the bibliography for studying the issues surrounding it, especially in free markets and philanthropy. Second, to go beyond the existing conceptualizations about how to define "Civic Society (which I capitalize because of its importance)," "civil society," and the role of U.S. philanthropy. These three concepts have not been clearly analyzed in relation to each other, especially confusing Civic Society with civil society, thus misleading countries that seek to emulate the U.S system of decentralized government. Third, to articulate for the developing world how U.S. philanthropy is defined to be the tax-deductible basis for a healthy Civic Society based on funds that are ceded by the government through tax deductions ceded to hundreds of thousands of civic-minded Non-Governmental Organizations (NGOs). Fourth, to how the negative heritage of statism persists, government bureaucracies resisting loss of power. The concept of "statism" is examined in the Introduction, below. Fifth, it examines the role of free markets in making possible Fast-Track Globalization. Free markets include international trade communications (such as phones, free press, radio, TV, news, fax, e-mail, and the web) and jet travel. Sixth, to show that globalization and the role of "free trade" is often misunderstood by critics who fail to see how the new worldwide networking system of communications makes dictatorships difficult or impossible and laying the basis for almost instant exposure of human rights violations. Seventh, to compare and contrast in case studies two countries as they strive to modernize their governmental systems and economies. Eighth, to show how two aspects of free trade profits have been diverted to philanthropy to stimulate the growth of civil and Civic Society in the world based on the U.S. model. The Rockefeller Foundation has been based on investments in world regions; the Soros Foundations have been based on both freely flowing world investments and free trade in currency values. Ninth, to clarify to policymakers in the developing world that the term "Not Profit Organization" is misleading, as we will see in the case of Mexico and Romania where it is was officially mis-translated as meaning "no profit." If the term had been translated from its correct name in English, that is "Not-For-Private Profit Organization (NPPO),"it would not have been mis-translated in Mexico and Romania. Let us be clear here that profits are desirable in order that the tax-exempt non-governmental organization (NGO) can make productive investments and use the interest as a basis of continued existence and expansion, as we see the greatest majority of US foundations are doing.Tenth, the concept of U.S-Mexican Not-for-private-profit Law and its role in society. This is my personal aport to the NPPO Law. This is what PROFMEX, the Consortium for Research on Mexico is successfully promoting since 1990.

The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and empowerment of women’ through ensuring integration of the gender perspective at all levels. In Bangladesh, notable among the initiatives undertaken was the enactment of the Local Government (Union Parishads) (Second Amendment) of 1997, through which one-third of seats were reserved for women in the Union Parishad (UP) and the system of direct election was introduced to elect women members in reserved seats. The Act of 1997 is considered to be a milestone, since it has enhanced women’s participation in the local government politics significantly. Against this background, the specific research questions that have been addressed in this volume include: the necessity of reform for enhancing women’s participation in politics; the context against which the Government of Bangladesh enacted the Act and the reasons such an initiative was not taken earlier; the actors behind the reforms and their role in the reform process; and the impact of the reform on the state of women’s participation at the local level in Bangladesh.

Book excerpt: Long celebrated for its more than 7,100 islands, the Philippines is a country in Southeast Asia that shares only with Madagascar the distinction of having been designated as both a Megadiverse Nation and a Global Biodiversity Conservation Hotspot. The terrestrial vertebrate fauna of the northeastern Philippines, specifically Luzon Island, has been the subject of intense interest since the first historical explorations. Historically, numerous works considered the biodiversity of Luzon as ?depauperate? in the sense that they was presumed to contain a reduced number of species shared with a continental mainland source. This view has persisted until recently, when a renewed interest in faunistic studies of the northern Philippines has produced a series of notable discoveries, drawing attention to high levels of species diversity and endemism in the northern reaches of the archipelago. We provide the first report on the herpetological biodiversity (amphibians and reptiles) of the northern Sierra Madre Mountain Range, northeast Luzon Island, Philippines. We combine new and historical data, and the results of recent fieldwork, to highlight at least 101 species present in this unique region of the archipelago. Not only is this fauna largely endemic (approximately 70%), but also our results add to a nascent body of literature suggesting that the northern portions of the archipelago may be substantially more diverse than currently appreciated.

The AFP have been engaged in combat with the Abu Sayyaf, a group previously known for its brutal, though hardly political, kidnappings. Though "Abu Sayyaf" is usually proceeded with the words the "al Qaeda-linked," there was little tangible evidence of such a link from the mid-1990s to 2002. From its founding in 1991 by Afghan veteran Abdurrajak Janjalani through Ramzi Yousef's Bojinka Plot in 1995, the links were clear and convincing. However, in 2002, the leaders of Jemaah Islamiyah (JI), al Qaeda's regional affiliate responsible for the bombings of the Sari Nightclub in Bali (October 2002), the J. W. Marriott Hotel (August 2003), and the Australian Embassy (September 2004), were reeling from a number of arrests and setbacks.

Building inexpensively is impossible, they say, because there are too many regulations. Required environmental impact statements and habitat protection laws, they contend, drive up the costs of construction. But is this actually true? In a comprehensive study of the question, the authors of this eye-opening book separate fact from myth. With admirable clarity, they describe the policy debate from its beginning, review the economic theory, trace the evolution of development regulation, and summarize the major research on the topic. In addition, they offer their own research, accompanied by a case study of two strikingly different Washington, D.C., suburbs. They also include results of focus groups conducted in Dallas, Denver, and Tucson. The authors find that environmental regulatory costs—as a share of total costs and processes—are about the same now as they were thirty years ago, even though there are far more regulations today.
