This study incorporates data from comparable surveys across five African countries--Ghana, Malawi, Mali, Senegal, and Tanzania--to analyze how small and micro enterprises have been positively and negatively affected by policy liberalization schemes. Some grow rapidly by adapting their products, while others stagnate because of import competition and increased self- employment. Comparisons were made between small firms, with 6 to 49 workers, and microenterprises, with fewer than 6. The study suggests a two-pronged strategy: (1) to facilitate widespread participation in microenterprises, broad measures are needed to lower the costs of entry, generate demand for their goods and services, raise the educational level and incomes of the poor, and encourage informal financial institutions; (2) to stimulate growth of potentially dynamic enterprises, well-targeted measures may be appropriate to lower the costs of entry, increase access to credit, and provide demand-driven business services. Book excerpt: When the post-Mao leadership initiated economic reform in 1978, they set in motion a process which resulted in a fundamental redistribution of power within the Chinese party-state. Reducing central administrative economic control was a key component of the reform process. But although the decentralization of power to the provinces and producers was a deliberate central strategy, the resulting growth of provincial economic autonomy has surprised and angered even the architects of the decentralization reforms. China's reformist central leaders must take their share of the blame for the unexpected growth in provincial power in the 1980s. Their decision to adopt an incremental and reactive approach to reform may have been the most practical way of changing the economic system, but it never-the-less prepared the ground for provincial considerations gradually to overtake national concerns in local economic decision making. The resulting redistribution of power between centre and provinces has not only obstructed the attainment of some of the goals of reform, but also has important implications for the future trajectory of the Chinese political system.

These reforms redefined the role of the central state in the periphery and gave extensive new powers to territorial governments. In order to more fully assess the causes and effects of this recent decentralization, Vivien Schmidt examines these reforms and their impact in comparative historical perspective. The first part of the book traces the history of decentralization from the French Revolution to the present, highlighting the significant reforms at the beginning of the Third Republic in the 1870s. The second part of the book analyzes the actual impact of the reforms of both the 1870s and the 1980s on local government institutions and processes. Professor Schmidt uses an innovative mix of methods borrowed from political sociology and cultural anthropology, combined with historical analysis and extensive interviews of national and local politicians and civil servants. Her analysis allows her to explain how in a governmental system as formally centralized as that of France, local officials nevertheless managed to develop informal rules that gave them more power than the laws allowed. The Socialists in the Fifth Republic, she explains, formalized this previously established informal system. The book provides important new theoretical insights into the changing nature of the French state in addition to revealing significant historical patterns, particularly in the parallel between the role of decentralization in the Third and Fifth Republics.

In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. Oil and energy markets have experienced dramatic changes over the past two decades--steep price increases in the 1970s and 1980s followed by a decrease in 1986 and large declines in demand in the former Soviet Union and Eastern Europe. But despite considerable uncertainty about future developments in the world oil market, this paper finds that demand is set to rise in all main regions, particularly in developing countries, led by increasing incomes, population, industrialization, investment, and trade. This study examines the growth in demand for eight major oil products for 37 developing countries over the 1971-93 period, analyzing the relationships and changes over time for income, population, and demand for energy and oil products for each country. It also examines some of the important phenomena that affect oil demand and calculates income and price elasticities for each product in all countries.

It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

Countries embarking on decentralization often struggle with decisions about the essential components of decentralization, including the order of an introduction of decentralization policies, the number of years necessary to bring a full program on line, and the components of the transition strategy. The authors argue that the sequencing of decentralization policies is an important determinant of its success. The consequences of a poorly sequenced decentralization program can range from minor delays and complications to ineffectiveness and subsequent failing support of decentralization efforts, macroeconomic instability, and fundamental failure in public sector delivery. At a minimum, the strategy of "making it up as we go" will not lead to the same structure of decentralization as will a planned strategy. The paper raises two questions: First, is there an optimal sequencing for decentralization policies and implementation? The answer is that there is, and that following these sequencing rules can reduce the costs and risks of implementing fiscal decentralization. Second, to what extent do countries follow these optimal sequencing rules? The answer is, in general, they do not. The gap between theory and practice is a result of the complexity of sequencing design, which discourages fiscal planners from implementing the full process. In addition, sequencing requires a sustained discipline and vision for its implementation, as well as overcoming pressures from political actors, especially in developing countries.
