This book was released on 2022-11-14 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on field-based data and experiences from the practice of democratic decentralization and local governance over the last three decades in Ghana, this book examines whether and how democratic decentralization and local governance reforms in developing countries have produced the anticipated development outcomes. In seventeen related contributions, the authors present four relevant focal themes, including conceptual and historical trajectories of decentralization and local governance; institutional choice, democratic representation, and poverty reduction; local governance, resource capacity, and service delivery; and non-state actors, local governance and sustainable development. The book blends perspectives of scholars, practitioners, and policy-makers to provide a holistic analysis of linkages between decentralization, local governance, and sustainable development efforts, presenting a novel and useful guide for science, policy, and practice of bottom-up governance and development. It provides relevant lessons and experiences for scholars, policy-makers, and development practitioners in Africa in particular and developing countries in general.

Book Public Sector Reform in Developing and Transitional Countries

Download or read book Public Sector Reform in Developing and Transitional Countries written by Christopher J. Rees and published by Routledge. This book was released on 2013-09-13 with total page 670 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over recent decades, decentralization has emerged as a key Public Sector Reform strategy in a wide variety of international contexts. Yet, despite its emergence as a ubiquitous activity that cuts across disciplinary lines in international development, decentralization is understood and applied in many different ways by parties acting from contrary perspectives. This book offers a fascinating insight into theory and practice surrounding decentralization activities in the Public Sectors of developing and transitional countries. In drawing on the expertise of established scholars, the book explores the contexts, achievements, progress and challenges of decentralization and local governance. Notably, the contributions contained in this book are genuinely international in nature; the chapters explore aspects of decentralization and local governance in contexts as diverse as Ghana, Hong Kong, India, Indonesia, Kazakhstan, Morocco, Tanzania, Uganda, and Viet Nam. In summary, by examining the subject of decentralization with reference to specific developing and transitional Public Sector contexts in which it has been practiced, this book offers an excellent contribution towards a better understanding of the theory and practice of decentralization and local governance in international settings. This book was published as a special double issue of the International Journal of Public Administration.

Book Decentralization and Governance in the Ghana Health Sector

Download or read book Decentralization and Governance in the Ghana Health Sector written by Bernard F Couttolenc and published by World Bank Publications. This book was released on 2012-06-29 with total page 127 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, many countries, both developed and developing, have engaged in a process of decentralization of health service delivery and/or other functions of the health system. In most cases, decentralization has been adopted to improve accountability to local population, efficiency in service provision, equity in access and resource distribution, or to increase resource mobilization. Ghana has a long history of local government, going back to pre-independence times of the nineteenth century. By 1859 Municipal Councils were established in the major coastal towns of the then Gold Coast. Native Authorities, Councils and Courts were also established to administer law and order under the indirect authority of the colonial government; the limitations of this system was repeatedly put forward in the 1930s and 1940s, and reforms were introduced in 1951 by the Local Government Ordinance (Ahwoi 2010). The government has embarked in a decentralization policy since independence, which was strengthened and amplified by the local government act of 1993 and other legislations. At the present the Government of Ghana (GOG) is committed to strengthen the implementation of decentralization and for that purpose revise and strengthen the policy and regulatory framework governing decentralization. In spite of this long history and successive waves of decentralization reforms, effective decentralization in the country still faces considerable challenges, especially in large social sectors involving large structures. The public health sector is one that has not fully embraced the decentralization model adopted by the GOG, decentralization by devolution to the districts, for a number of reasons that will be discussed in this report. Some functions and responsibilities have been decentralized, but others remain centralized or simply deconcentrated.

Book excerpt: Disillusioned with the results of centralized government planning, many countries have recently tried placing planning authority with state, regional or district agencies. The authors in this volume examine experiences in Asia, South America, and Africa to review the varieties of decentralization policies and programmes. They identify the social, economic, and political factors that seem to influence their success or failure. Alternative approaches to decentralization of development planning are discussed, and prescriptions for improved implementation are made. Different concepts of decentralization are explored throughout the book, and the advantages and disadvantages of different forms of decentralization are also detailed.

Book Decentralisation Local Governance and Development An Aspect of Development

This book was released on 2014-02-01 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Communities need a holistic approach to address the problems that affect the people at the grass root. The planning of the direct beneficiaries involves decentralization in order to allow the lower power centers to widely take part in the development of society. Concerns of the grass root people form the need for decentralization and local governance. People’s involvement in the planning on the village level and all local government units, makes the identification and solving of the problem easier. High participatory levels of all the people especially the marginalized, encourages innovation to source for the appropriate solutions to the common problems that face society. It therefore calls a decentralized system that caters for the voters’ preferences while providing for their services. The people’s concerns call for local planning and the transfer of power to the public so that services are brought nearer to the people. This study will cover the aspects of local government and decentralization such as good governance, democratization, civil society, deconcentration, devolution and delegation, and its relation to the development of societies.
