Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.

Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. Book excerpt: The Indian Constitution provides local institutions with the status of local self-governments. The Constitutional status means that the local governments are on par with the Central and State governments. In that status they can plan for their economic and human development. This fact, however, is undermined in practice at the state/province level. The provision provided in the 74th Amendment Act of the Constitution for creating and activating District Planning Committees (DPCs) is the responsibility of the state governments. This often is also in contradiction with the interests of the realpolitik of the state level. Often DPCs are not constituted, and if constituted, they are dysfunctional. The creation of the institutions for local level independent planning and budgeting itself is a political process. This is the story not only in the backward states of India but also in states such as Karnataka that have historically been more progressive than other states with respect to local self-government. This book is a study of the Tumkur district in rural Karnataka. Karnataka is traditionally known as a state which championed the decentralisation process. The state is also known for the ‘Karnataka Model’ of development, wherein rural decentralisation combined with the advanced information and biotechnology led economic development process is supposed to constitute such a model. In that context this book examines the devolution process to local governments, the process of the integration of plans—rural with urban plans and different sectors with each other—and the implementation of district level plans. The book is a product of primary research in Karnataka, India and brings to light various aspects of decentralised planning in Karnataka that are instructive for the other Indian states as well as many developing countries where currently decentralised planning is implemented.
