Book A Seminar Game to Analyze Regional Governance Options for Portugal

Download or read book A Seminar Game to Analyze Regional Governance Options for Portugal written by James P. Kahan and published by Minnesota Historical Society. This book was released on 1999 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: Regionalization in Portugal was a major issue in 1998, as the nation held a referendum on whether to establish administrative regions to assume many tasks presently performed by the central government. The debate was both hot and confused, as both "pro" and "anti" forces claimed their solution would lead to more efficient government, and no major political party spoke with one voice. To help illuminate the debate, RAND Europe conducted in June 1998 a series of seminar games simulating the alternative decentralization schemes being contemplated. The results of the game showed that (1) the specific form of decentralization may be less important than the details of implementation (not present in the debate); (2) the critical issue of financial autonomy for local governing bodies had not been adequately addressed; (3) there was no consensus regarding which governmental competencies are the best for devolution to regions; and (4) whatever form of decentralization is chosen, close monitoring of different competencies and the flexibility to shift policies are essential.

Download or read book Making Decentralisation Work written by Organisation for Economic Co-operation and Development and published by . This book was released on 2019 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report offers a comprehensive overview of decentralisation policies and reforms in OECD countries and beyond. Sometimes called a "silent" or "quiet" revolution, decentralisation is among the most important reforms of the past 50 years. The report argues that decentralisation outcomes - in terms of democracy, efficiency, accountability, regional and local development - depend greatly on the way it is designed and implemented. Making the most of decentralisation systems is particularly crucial in the context of a "geography of discontent" and growing divides between places that feel left behind by globalisation and technological change and those that may benefit from the opportunities offered by megatrends. The report identifies 10 guidelines for making decentralisation work and allowing it to be conducive to regional development. Beyond the guidelines, the report proposes concrete tools for policy-makers, including detailed sets of recommendations, checklists, pitfalls to avoid and examples of good practices, both in unitary and federal countries.

Book Inter Municipal Cooperation in Europe

Download or read book Inter Municipal Cooperation in Europe written by Filipe Teles and published by Palgrave Macmillan. This book was released on 2018-09-05 with total page 354 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sheds light on the central complexities of municipal cooperation and examines the dynamics, experiences and drivers of inter-municipal cooperation (IMC) in Europe. Particular attention is given to the features of governance arrangements and institutions created to generate and maintain collaborative settings between different local governments in a particular territory. The thematically grouped case studies presented here address the dearth of comprehensive and comparative analyses in recent scholarship. The authors provide fresh insights into the rise of inter-municipal cooperation and its evolution during a period of financial crisis and European Union enlargement. This includes critical examinations of the impact of austerity policies, the behavior and perceptions of key actors; and under-explored new member states. Crucially, this work goes beyond the comparison of institutional forms of IMC to address why the phenomenon so widespread and questions whether it is successful, manageable and democratic. This work which presents the most recent and innovative research on inter-local collaborative arrangements will appeal to practitioners as well as scholars of local government, public economy, public administration and policy.

Book Community Scale and Regional Governance

Download or read book Community Scale and Regional Governance written by Liesbet Hooghe and published by Oxford University Press. This book was released on 2016 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the second of five volumes theorizing the structure of governance above and below the central state. This book is written for those interested in the character, causes, and consequences of governance within the state. The book argues that juristictional design is shaped by functional and communal pressures. Functional pressures arise from the character of the public goods provided by government: their scale economies, externalisties, and informational asymmetries. However, to explain demands for self-rule one needs to understand how people think and act in relation to the communities they conceive themselves belonging. The authors demonstrate: the scale and community explain basic features of governance, including the growth of multiple tiers over the past six decades; how jurisdictions are designed; why governance within the state has become differentiated; and the extent to which regions exert authority. -- book jacket.

Book Regions and Powers

Download or read book Regions and Powers written by Barry Buzan and published by Cambridge University Press. This book was released on 2003-12-04 with total page 598 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.

Book Multi level Governance Reforms

This book was released on 2017 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides an overview of "multi-level governance" reforms in OECD countries. It looks at institutional reforms, which reorganise powers, responsibilities and resources across levels of government, as well as territorial reforms, which address territorial structures, often modifying regional and local government administrative areas. The report describes the rationale for different reforms, their characteristics and outcomes, as well as the obstacles faced by governments in designing and implementing them. The success - and failure - of past reforms provide useful lessons that can be applied to future reform efforts. The report includes five case studies that take an in-depth look at countries that have undertaken considerable multi-level governance reforms: Finland, France, Italy, Japan and New Zealand.
