Book excerpt: This book analyzes decentralisation, regional development paths and success factors in different governance sectors in Ghana, the Philippines, Tanzania and Chile, and discuss overarching aspects of relevance. Decentralisation, which refers to the delegation of administrative responsibilities, political decision-making and fiscal powers to lower levels of government, is now considered one of the most efficient engines of development. In Sub-Saharan Africa decentralised states have made more progress in reducing poverty than those states with lower decentralisation scores. But in many countries, decentralisation is still considered a ‘work in progress’ with unsatisfactory results. From a spatial point of view, the link between decentralisation and regional and district development is particularly interesting. Both in the North and in the South, regional or district development is seen as holding the potential for advancing social and economic development, and even more so in decentralised political settings. Space-based networks at the regional or district level are considered instrumental for responding to locally specific challenges, e.g. in areas lagging behind economically.

Book excerpt: Abstract: April 1999 - Considering the positive impact decentralization has had on regional economic performance and expenditure structure, Russia's federal government should: Decisively protect local self-governance and budget autonomy; Make intergovernmental fiscal relations more transparent; Develop universal models of interactions between regional and municipal governments; Impose stricter limits on total debt and budget deficits of subnational governments. To shed light on decentralization in Russia, Freinkman and Yossifov examine intergovernmental fiscal relations within regions. To analyze trends, they review channels of fiscal allocation within regions-tax sharing and local transfer schemes. To evaluate the potential impact of various fiscal decentralization patterns on regional economic performance (including growth and the budget deficit), they study data on the structure of 89 Russian consolidated regional budgets for 1992-96. They find that local governments' relative share of Russia's consolidated budget, although substantive (roughly a quarter of the total budget), did not expand after 1994. The federal government's relative role in financing public goods and services declined as the relative role of local governments increased substantially. Local governments collected more revenues in 1996 (6.4 percent of GDP) and spent more than regional governments. They also substantially increased social financing (including health, education, and social protection). Russia made no progress toward a more transparent system for tax assignments. The average level of expenditure decentralization is similar for ethnically Russian regions and national republics and okrugs but revenue arrangements differ greatly. True decentralization has taken place in oblasts and krais, where local authorities are provided with a bigger share of subnational tax revenues. A redistribution model applies in republics and autonomous okrugs, where greater local outlays have been financed through larger transfers from regional governments. Regions near each other tend to have similar budget arrangements-the result of intensive interactions between neighbors and probably supported by the activities of regional associations. The size of a region's territory does not influence decentralization outcomes. Fiscal decentralization seems positively related to the share of education spending in regional budgets. And regions with more decentralized finances tend to experience less economic decline. But budget control is weaker in more decentralized regions. Instability and lack of transparency in intergovernmental fiscal relations provide subnational governments little incentive for responsible fiscal policy. Further decentralization without greater transparency could bring greater debt and deficits. Yet, questions remain as to whether decentralisation improves economic performance. This is possibly because decentralisation processes have often led to “unfunded mandates”, that is a mismatch between the powers transferred to subnational tiers of government and the resources allocated to them. In this paper we analyse how unfunded mandates shape regional economic growth across 518 regions in 30 OECD countries over the period 1997-2018. There is a negative, statistically significant, and robust impact of unfunded mandates on economic growth. This effect is higher in more politically and less fiscally decentralised regions and in regions with a higher level of wealth. Unfunded mandates thus represent a serious drag on the potential positive economic effect of political decentralisation. Hence, for those benefits to materialise, better not more decentralisation -- ensuring that finance follows function -- should be pursued.

Book excerpt: The creation of the ASEAN Free Trade Area (AFTA) in 1992 and decentralization in 1999 mark the state restructuring in Indonesia. This book analyses the impact of state restructuring on regional economic development in Indonesia between 1993 and 2010. Regional economic analysis shows persistent and severe regional disparities throughout the period. Particularly, econometrics study found that decentralization has accelerated regional disparities whilst the AFTA effect is insignificant on regional economic growth. Furthermore, historical institutionalism analysis on two cities - the manufacturing industry in Batam and the creative economy in Bandung - shows that past and embedded local institutions provide the capacity to adapt and create new development paths. The book suggests the importance of local-specific policies that embrace local knowledge and institutions to develop regional specialization and competitive advantage. This book fills the gap in Indonesian literature that lacks studies on the integrated impact of decentralization and trade liberalization, both economically and politically.

However, the critics argue that decentralization increases regional inequality by increasing the differences in institutional capacities and socio-economic endowments across regions. The empirical evidence is mixed and is based mostly on developed countries due to lack of income data at lower administrative regions. This paper fills that gap by analyzing the impact of decentralization on regional convergence using first and second administrative regions data from a global sample of developed and developing countries. We construct a panel dataset from 1992 to 2010 using intensity of night-time lights captured by U.S. Air Force satellites to proxy for local economic performance. We combine lights data with a new database of fiscal, political, and administrative decentralization derived from actual laws that are institutionalized and circumscribed. We find that decentralization hinders regional convergence between first as well as second subnational regions within a country. These impacts are larger for developing countries. The results are economically meaningful, statistically significant, and robust to alternative specifications.

Book excerpt: One of the contributions of the Chicago School to economic theory is that of underlining the importance of compliance costs on entrepreneurial activity and economic growth. From a business perspective, complying with general regulations and administrative red tape is a costly burden that may affect the competitiveness of the economy and the overall efficiency of the system. The main purpose of this paper is to estimate the effect of these compliance costs on Spanish regional economic development. The current situation of the State of the Autonomies in Spain provides a suitable scenario to test some of the main implications of the abovementioned thesis of considering regulation and compliance as costs for businesses. Indeed, the decentralisation of legislative and regulatory competences from the Central Government to the so called Self-governing Communities (Comunidades Autonomas) - which began in the early 1980s and has been progressively developed until these days - has generated a substantial variety of situations that may turn to be useful in empirically evaluating the effect of the exercise of the legislative and regulatory competences by the Self-governing Communities on their regional economic development and business activity. In practice, it is difficult to determine whether Spanish (or any other) authorities regulate in excess or not. The optimum level of regulation is nearly impossible to determine, among other issues, because it depends on the quality of regulation - which is very difficult to evaluate. However, it is possible to estimate the impact of the intensity of normative and regulatory activity of the Self-governing Communities on their regional economic performance. This paper aims to evaluate the evolution of legislative and regulatory decentralisation in Spain and its impact on economic development of the Spanish Self-governing Communities between 1988 and 2005, on the basis of certain objective proxies for legislative and regulatory activity (such as the number of pages published in the several Spanish official journals and legislative collections).
