As the conditions of forestry work change, so does the nature of the work-related risks. Despite efforts and improvements made over the past few decades, forests continue to be one of the most hazardous industrial workplaces, with those working in forests exposed to considerable occupational safety and health (OSH) risks as well as to a high incidence of occupational accidents and work-related diseases. In view of recent transformations in forestry work, and taking into account the recent inclusion of a safe and healthy working environment in the ILO’s framework of fundamental principles and rights at work, this report identifies trends and opportunities as well as challenges to promote safe and healthy working conditions in the forest sector. It contributes to understanding the importance of decent and sustainable work in forestry, with the objective of informing the design and implementation of policies and training programmes to advance a just transition in forestry following the framework of the 2030 Agenda for Sustainable Development, particularly Sustainable Development Goals 8 on decent work and economic growth and 15 on life on land. This report has been produced jointly by the Food and Agriculture Organization of the United Nations (FAO), the International Labour Organization (ILO) and the United Nations Economic Commission for Europe (UNECE).

Book excerpt: This report addresses the subject of decent rural employment for youth in the forestry sector. It is based on case studies carried out across different processes in the value chain within the sector in Uganda, ranging from seedbed development through to plantation management, saw logging and trading. Findings indicate that a considerable number of Uganda’s legal and policy frameworks emphasize the participation of youth in the labour market, especially given that young people constitute a large majority of the country’s population. However, only a few of these frameworks focus on decent work, whether for young people or the country’s workers more generally. The case studies revealed that efforts to provide decent employment were mixed. Larger and more formally oriented forestry enterprises were more likely to focus on decent work provisions for their labourers. Smaller enterprises, while aware of most of their decent work obligations, were unable to implement them due to resource constraints. The case studies also revealed numerous opportunities for youth to participate in the forestry sector. These included tapping into existing government and NGO programmes ranging from tree planting to plantation management. Additional employment opportunities were provided by businesses in the sector and the management of woodlots for poles and fuel. The limiting factors for youth participation in the sector largely arise from the huge investment cost incurred by such participation, particularly access to and utilization of land and financial resources. Other limitations included a lack of relevant training and skills and poor working conditions. These conditions are compounded by few numbers and limited capacity of officers within the Labour Directorate to administer and enforce labour regulations.The report proposes decent work indicators and recommends both policy and implementation strategies to increase youth participation and decent work practices in the sector.

Adequate future timber supplies in the United States depend, to a large extent, on increasing the productive capacity of these lands. The use of better forestry practices is the key to this objective. The Forest Service, in cooperation with many States, conducts programs aimed at assisting the private landowner in improving his forest lands. The work of the Forest Service can be better understood if we remember that the growth of our population and economy, and the advances of technology, have created huge demands for natural resources. These demands must be met in the crucial years ahead. In fact, the growth model of the past few decades has been inefficient, not only economically, but also from environmental, employment and social perspectives. It overuses natural resources, is environmentally unsustainable and has failed to meet the aspirations of a large proportion of society seeking productive, decent work and dignified lives. A new development model - one which puts people, fairness and the planet at the core of policy-making - is urgently needed, and is eminently achievable. More fundamentally, this report demonstrates that employment and social inclusion must be integral parts of any sustainable development strategy and must be included in policies that address climate change and ensure the preservation of the environment. In particular, the report assesses the sectoral, employment and income implications of the transition to a green economy. It highlights the necessary conditions, policy prescriptions and good practices required to ensure that the green economy is characterized by gains in job quality, reductions in poverty and improvements in social inclusion.
