Book excerpt: Promoting decent rural employment, by creating new jobs in rural areas and upgrading the existing ones, could be one of the most efficient pathways to reduce rural poverty. This paper systematically investigates the impact of decent rural employment on agricultural production efficiency in sub-Saharan African countries, taking Ethiopia and Tanzania as case countries. The analysis applies an output-oriented distance function approach with an estimation procedure that accounts for different technological, demographic, socio-economic, institutional and decent rural employment indicators. Data of the most recent round of Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for the two countries are used, and a set of indicators are derived to proxy core dimensions of decent rural employment. The findings of our analysis show that decent rural employment contributes to agricultural production efficiency.

This is partly explained by the low access to education combined with the weak dynamism of the labor market, characterized by a large share of vulnerable employment. In 2016, one in three children in sub-Saharan Africa is out of school and more than seven out of ten workers are employed in vulnerable jobs. This thesis proposes three empirical studies to better understand, on the one hand, access to education in sub-Saharan Africa and, on the other hand, the impact of access to a decent job on poverty reduction. Chapter 1 examines the role of social interactions in schooling decisions in rural Senegal using data from a demographic surveillance system. This study uses the caste system in Senegal and geographical proximity to build social groups. Results show that the membership to a social group strongly influences school attendance. Three mechanisms could explain this effect: social norms, the perception of return to education, and ripple effects. Chapter 2 aims to analyze whether orphans on the one hand, and non-orphans not living with their biological parents on the other hand, are disadvantaged in terms of access to education and child labor. I use data from a panel survey collected in rural Tanzania. The results show that paternal orphans and double-orphans receive less education expenditure but are not disadvantaged in terms of schooling or child labor. On the other hand, paternal orphans residing with their mothers receive on average the same amount of education expenditure as other children and are more likely to attend school. On average, non-orphaned fostered children are not different from children living with their biological parents in terms of education and child labor. These findings suggest an absence of discrimination against orphans and fostered children, but a loss of income for paternal orphans which could impede their educational outcomes. Finally, the last chapter looks at the situation of the labor market in Senegal. It attempts to analyze the best strategy to reduce poverty between access to a decent job in Senegal or migration abroad. The results indicate that both decent job and migration have a significant impact on poverty reduction, but the magnitudes of these two impacts are not significantly different. However, access to a decent job increases educational expenditure while migration has a little or no effect on educational expenditure.

Drawing on broad regional labour market analyses and country case studies, this book demonstrates how the new MDG employment indicators can be used as a basis for improved labour market and poverty monitoring as well as improved employment policy development in sub-Saharan Africa. It is argued that analysis based on the MDG employment indicators provides a major building block for employment diagnostics, which in turn serves to inform growth strategies that generate more high-quality and productive jobs.

The Sub-Saharan African region is home to more than quarter of a billion people living in extreme poverty, with the Eastern and Southern Africa having the world's highest concentrations of poor people. The renewed focus on the poverty reducing potential of agricultural productivity accentuate from the fact that the incidence of poverty in Sub-Saharan Africa is increasing faster than the population. The study examined the effect of agricultural productivity on poverty reduction in Africa using the dynamic panel data approach estimated using the System-GMM technique for the period 1991-2015. The conceptual framework of the study identified three main linkages via which agricultural productivity translates to poverty reduction; this include: i. income empowerment, ii. Market expansion, and iii. Sustenance enhancement. The empirical result suggests that agricultural value added per worker contributes significantly to reducing rural poverty in Africa. On the other hand, food production index and GDP per capita were more important factors in curbing urban and dollar poverty implying that non-farm poor tends to have a large food marginal propensity to consume (MPC). The insignificance of GDP per capita in dwindling rural poverty reflects that the reality that growth in other sector does not influence the livelihood of the rural poor farmers due to its subsistence nature. Finally, domestic credit to private sectors and institutions were significant in reducing all categories of poverty, with largest impact on rural poverty. It implies that development programmes targeted at enhancing agricultural productivity should encompass strategies for accessing credit in order to boost the asset base of rural farmer for a large scale commercial production. Also, appropriate macroeconomic policies and institutional quality needs to be enhanced to boost provision of social services, equitable land and credit access.
