Book excerpt: Promoting decent rural employment, by creating new jobs in rural areas and upgrading the existing ones, could be one of the most efficient pathways to reduce rural poverty. This paper systematically investigates the impact of decent rural employment on agricultural production efficiency in sub-Saharan African countries, taking Ethiopia and Tanzania as case countries. The analysis applies an output-oriented distance function approach with an estimation procedure that accounts for different technological, demographic, socio-economic, institutional and decent rural employment indicators. Data of the most recent round of Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for the two countries are used, and a set of indicators are derived to proxy core dimensions of decent rural employment. The findings of our analysis show that decent rural employment contributes to agricultural production efficiency.

The focus is on sub-Saharan Africa, taking Ethiopia and Tanzania as case studies. A latent class stochastic frontier approach is applied to identify different production systems and technologies for a sample of farms in the two countries. Subsequently, we estimate the efficiency of production for these systems and investigate in how far decent rural employment indicators explain different levels of efficiencies across different latent classes.

Book excerpt: The case study explores which skills and training opportunities young people need in order to gain access to decent employment in rural areas. The research was undertaken in order to develop recommendations to support the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO Cambodia in developing appropriate recommendations to support rural young people, especially those of the 15 to 17 age cohort. The study highlights the limited decent employment opportunities that currently exist along various agricultural value chains in rural Cambodia. Poverty and the structural problems of the agricultural sector are the main barriers for youth in accessing decent rural employment. A substantial enhancement of the education system, as well as the provision of appropriate training services to ensure successful schoolto-work transition is seen as necessary to tackle these challenges. A well-balanced policy mix reflecting national and local circumstances can encourage employment opportunities and create an environment that enables rural youth. Building on previous research on agriculture in Cambodia, agricultural transformation requires promotion of agribusiness enterprises, support to community-managed organizations of farmers, promotion of agropreneurs, and investments in agricultural and rural development, particularly in infrastructure, energy, water, education and health. Moreover, most youth entering agriculture are self-employed and work as smallscale farmers. Therefore, the provision of skills and training in rural areas should focus on the skills required to be self-employed.

Book excerpt: This report addresses the subject of decent rural employment for youth in the forestry sector. It is based on case studies carried out across different processes in the value chain within the sector in Uganda, ranging from seedbed development through to plantation management, saw logging and trading. Findings indicate that a considerable number of Uganda’s legal and policy frameworks emphasize the participation of youth in the labour market, especially given that young people constitute a large majority of the country’s population. However, only a few of these frameworks focus on decent work, whether for young people or the country’s workers more generally. The case studies revealed that efforts to provide decent employment were mixed. Larger and more formally oriented forestry enterprises were more likely to focus on decent work provisions for their labourers. Smaller enterprises, while aware of most of their decent work obligations, were unable to implement them due to resource constraints. The case studies also revealed numerous opportunities for youth to participate in the forestry sector. These included tapping into existing government and NGO programmes ranging from tree planting to plantation management. Additional employment opportunities were provided by businesses in the sector and the management of woodlots for poles and fuel. The limiting factors for youth participation in the sector largely arise from the huge investment cost incurred by such participation, particularly access to and utilization of land and financial resources. Other limitations included a lack of relevant training and skills and poor working conditions. These conditions are compounded by few numbers and limited capacity of officers within the Labour Directorate to administer and enforce labour regulations.The report proposes decent work indicators and recommends both policy and implementation strategies to increase youth participation and decent work practices in the sector.

Therefore, the success or failure of policies seeking to moderate the process of population decline is linked to the policy maker’s ability to influence labour markets constructively. Migration in search of work has been a major cause of rural decline, and its reversal to bring about economically viable communities must be related to the availability of employment in rural areas. The authors argue that the emergence of socially viable communities is the highest aim in rural economic policy making. Economic viability is usually a necessary but not a sufficient condition for social survival. This examination of the problems of choosing appropriate policies for rural areas, though written by two applied economists, will also be of interest to geographers, planner and politicians interested or involved in local and central government in the UK, the USA and Australia.
