The COVID-19 pandemic had a global impact on public health, in the well-being of citizens, in the economy, on civic life, in the provision of public services, and in the governance of cities and other human settlements, although in an uneven form across countries, cities and local communities. Cities and local governments have been acting decisively to apply the policy measures defined at national level to the specific local conditions. COVID-19 has exposed the inadequacy of the crisis response infrastructures and policies at both national and local levels in these countries as well as in many others across the world. But it also exposed much broader and deeper weaknesses that result from how societies are organized, namely the insecure life a substantial proportion of citizens have, as a result of economic and social policies followed in previous decades, which accentuated the impacts of the lockdown measures on employment, income, housing, among a myriad of other social dimensions. Besides the analysis of how governments, and local government, responded to the public health issues raised by the spread of the virus, the book deals also with the diversity of responses local governments have adopted and implemented in the countries, regions, cities and metropolitan areas. The analysis of these policy responses indicates that previously unthinkable policies can surprisingly be implemented at both national and local levels.

Construing COVID-19 as a political pandemic and mobilising a novel applied political philosophy approach, the authors cultivate fresh intellectual resources, both analytical and normative, to better understand why the UK failed the COVID-19 test and how it might ‘fail forward’ so as to strengthen its resilience. COVID-19 they argue, has intercepted the UK government’s decades-long experimentation with neoliberalism at what appears to be a threshold moment in this model’s life course. Neoliberalism has served as a key progenitor of the country’s vulnerability: the pandemic has cruelly unveiled the failings of neoliberal logics and legacies which have placed the country at elevated risk and hampered its response. The pandemic in turn has attenuated underlying systemic maladies inherent in British neoliberalism and served as a great disruptor and potential accelerant of history; a consequential episode in the tumultuous life of this politico-economic model. To meaningfully ‘build back better’, a true renaissance of social democracy is needed. Drawing upon the neorepublican tradition of political philosophy, the authors confront neoliberalism’s hegemonic but parochial concept of human freedom as non-interference and place the neorepublican idea of freedom as non-domination in the service of building a new UK social contract. This book will be of interest to political philosophers, political geographers, medical sociologists, public-health scholars, and epidemiologists, to stakeholders engaged in the public inquiry processes now gathering momentum globally and to architects of build back better programmes, especially in western advanced capitalist economies.

But why should liberals favor lockdowns, when all the social science research shows that those who suffer most are the economically disadvantaged, without access to good internet or jobs that can be done remotely; that the young will pay the price of the pandemic in future taxes, job prospects, and erosion of public services, when they are already disadvantaged in comparison in terms of pension prospects, paying university fees, and state benefits; and that Covid's impact on the Global South is catastrophic, with the UN predicting potentially tens of millions of deaths from hunger and declaring that decades of work in health and education is being reversed. Toby Green analyses the contradictions emerging through this response as part of a broader crisis in Western thought, where conservative thought is also riven by contradictions, with lockdown policies creating just the sort of big state that it abhors. These contradictions mirror underlying irreconcilable beliefs in society that are now bursting into the open, with devastating consequences for the global poor.

The analysis is based on the Enabling learning for all framework, which outlines access, engagement and enabling environment as the three crucial enablers for learning, while the simulation assumptions are informed by the evidence on school closures and governments' education-related responses, collected through the joint survey.
