Book Deficit and Debt in Transition

Download or read book Deficit and Debt in Transition written by Istvan Benczes and published by Central European University Press. This book was released on 2014-09-01 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: The adjustment problems of public finance in countries of Central and Eastern Europe (CEE) are often misunderstood and misinterpreted by western scholars. This book contributes to the bridging of the gap between what is being thought by external observers and what the actual public finance reality is, as described by competent local scholars. Popular political economy research has remained biased towards advanced countries and has neglected developing and transition economies. Publications on CEE countries? public finances seem to be reluctant to apply the conceptual framework of standard political economy to these countries because of the assumption that CEE economies are different from their Western peers. But is this really the case? Are CEE economies so much different that none of the well-known ?Western? political economy concepts or models can be applied to the analysis of fiscal performance in the region? Benczes demonstrates that they can be safely applied in the context of CEE economies as well. He sees no need to develop a separate or unique theory designed for the study and understanding of (one-time) transition economies. ÿ

Book Financial Crisis in Central and Eastern Europe

Download or read book Financial Crisis in Central and Eastern Europe written by Grzegorz Gorzelak and published by . This book was released on 2010-01-01 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The financial crisis of 2008-2009 has become the most serious challenge for Central and Eastern European countries, after they had completed the process of post-socialist transformation and became EU Members. The negative impacts of the recession on their important international partners multiplied their own tensions and imbalances which, in some cases, have led to a dramatic decline of the GDP, as well as serious cuts in public spending and personal incomes. The situation within the this group of countries is far from uniform. On the one hand, there is the example of Poland: the only country in Europe that has not gone through a recession. Then, on the other hand, there are the Baltic Republics that have lost 1/5 of their output. Also, the anti-crisis policies implemented in particular countries were strongly differentiated. Keeping in mind all these differences, one may say that these new Member States, on the whole, have confronted the challenges of the crisis bravely and effectively, due to the great adaptability and flexibility of both their political elites and societies. Thus, they may become an example for other EU Member States, which are currently struggling with economic difficulties and strong social protests against necessary but harsh economic measures. This book contains papers presented at a World Bank-sponsored seminar that was held in Warsaw in September 2009, when the crisis was still in full swing. The authors reflect on the general dimensions of the crisis and also report on the particular situations in Central and Eastern European countries, and in the group as a whole."--Publisher's description.

Book The Creditworthiness of Eastern Europe in the 1980s

Download or read book The Creditworthiness of Eastern Europe in the 1980s written by Keith Crane and published by . This book was released on 1985 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report develops various scenarios to analyze the hard currency debt problems of Poland, Hungary, and Romania. It considers the effect of adjustment policies on (1) those countries' struggles with their balance of payments; (2) their ability to generate more rapid increases in output through increased hard currency exports; and (3) their levels of military expenditure while there is so much pressure on their balance of payments. It concludes that if Romania and Hungary manage to service their debts in the next few years, they should be creditworthy borrowers by the end of the 1980s, but that Poland has little prospect of restoring solvency even in the 1990s. Output growth in all three countries will be constrained by their ability to finance hard currency imports and to increase hard currency exports. Western credit policy is not likely to affect either the independence of these countries from the Soviet Union or their military expenditures.

This book was released on 1992-05-01 with total page 44 pages. Available in PDF, EPUB and Kindle. These comprise the initial price-overshooting and the output collapse, fiscal sustainability as well as the financial and structural problems associated with bad loan portfolios and sluggish implementation of privatization programs. Substantial success, in varying degrees, has been achieved in the initial macro-stabilization and opening-up effort. At the same time mounting difficulties with fiscal and monetary control may be emerging, as a result of social and political pressures and insufficiently clear policy signals on the micro-issues involving the sharp structural transformation of the productive and financial systems.

Book Challenges to Enterprise Performance in the Face of the Financial Crisis

Download or read book Challenges to Enterprise Performance in the Face of the Financial Crisis written by and published by World Bank Publications. This book was released on 2011-06-10 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report addresses the core components of enterprise activity, namely, the factors of production and the public infrastructure to support them. In the period just before the financial crisis, a number of elements, such as access to finance, skills and education of labor, and infrastructure emerged as important obstacles to enterprise growth. The aggregate level of enterprise activity and its productivity largely depend on the availability and quality of these components. The relative importance of these obstacles has evolved over time, reflecting structural reforms and progress in improving the business environment. Some of these constraints may have eased because of the crisis, but their presence during a period of economic growth suggests that there are important, unfinished structural reforms among countries in the ECA region. This report explores the impact of these constraints on firm performance in 29 Eastern European and Central Asian countries. The results show that enterprises in the region face varying levels of pressure depending on their features, location, resources directly accessible to them, and characteristics of country governance and regulatory frameworks. The report takes stock of enterprise sector performance along these three key dimensions near the end of two decades of the transition process. It is therefore critical to understand where firms in these countries stand now in terms of their relative access to finance, labor markets and quality of labor, and infrastructure capacity.

Book Wealth Creation in Eastern Europe

Download or read book Wealth Creation in Eastern Europe written by Fred R. Kaen and published by Psychology Press. This book was released on 1992 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: Enhance your understanding of the economic impact of rapid political changes in Eastern Europe with the valuable insights in this provocative book. Wealth Creation in Eastern Europe examines the difficulties faced by Eastern European nations converting from economic systems based on public ownership and non-market mechanisms for allocating goods and capital, to systems based on private ownership and reliance on market prices for allocating resources. Authoritative contributors bring to light a variety of perspectives to financial management in this rapidly changing environment. Important topics covered by this useful book include a macroeconomic view of the problems created by German unification, difficulties caused by applying standard valuation models and techniques to Eastern European enterprises, and the reaction of Western financial markets when companies announce joint venture investments in Eastern Europe. Readers will find valuable insights into critical financial concerns in Eastern European countries on such subjects such as the difficulty of ascertaining the value of state enterprises and determining whether their continued existence makes economic sense the problems created by the absence of clear titles to property and business for reorganizing economic activity under private ownership the need for a legal system that recognizes rights by ownership and enforces contract law the difficulties caused by the virtually complete absence of accounting-based information and information systems needed to evaluate organizations’economic efficiency problems encountered when conferring social legitimacy on a capitalist private enterprise system after decades of indoctrination about the evils of capitalism

Book Transformation and Crisis in Central and Eastern Europe

Download or read book Transformation and Crisis in Central and Eastern Europe written by Bruno Dallago and published by Routledge. This book was released on 2016-05-05 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global financial crisis has provided an important opportunity to revisit debates about post-socialist transition and the relative success of different reform paths. Post-communist Central and Eastern Europe (CEECs) in particular show resilience in the wake of the international crisis with a diverse range of economic transformations. Transformation and Crisis in Central and Eastern Europe offers an in depth analysis of a diverse range of countries, including Poland, Hungary, Russia, Ukraine, Czech Republic and Slovakia. This volume assesses each country’s institutional transformations, geopolitical policies, and local adaptations that have led them down divergent post-communist paths. Chapters take the reader systematically through the evolution of former communist national economic systems, before ending with lessons and conclusions for the future. Subsequent chapters demonstrate that economic performance crucially depends on achieving a sustainable balance between sound institutional design and policies on one hand, and localization on the other. This new volume from a prestigious group of academics offers a fascinating and timely study which will be of interest to all scholars and policy makers with an interest in European Economics, Russian and East European Studies, Transition Economies, Political Economy and the post-2008 world more generally.
