Book excerpt: There is substantial evidence that, in drawing up the documents and creating the institutions that are the foundation of the American republic, Benjamin Franklin, Thomas Jefferson, Thomas Rutledge, and other founding fathers were influenced by the long-established democratic traditions of the Iroquois Confederacy. In recent decades this idea has created a heated controversy that has spilled out from academic circles into school policy and the media. For its opponents, the "influence theory," as it is called, is a perverse attack on American identity -- an attempt to deny the foundations of the European intellectual, cultural, and racial "credentials" that Americans have claimed from colonial times onward. This book gives a history of the highlights of the controversy and examines some important issues that it raises. This controversy is not merely "academic". It brings up very serious questions about the ability of the intellectual elite to "manage"-- that is, to censor and distort -- the pool of information from which public and educational policies, media coverage, and public opinion itself are drawn. Bruce Johansen, one of the historians who has been at the centre of this storm, follows the controversy from its early beginnings, providing highlights of the battle -- both attacks and responses. Exposing the machinations of the academic establishment, he makes it clear that academic "gatekeepers" deliberately suppressed works favouring the theory of Iroquois influence. When such works were eventually published, outraged establishment critics misrepresented the theory and labelled it "a new barbarism", "a fantasy", "a neo-Marxist ideology", and "a horror story of political correctness" -- without examining any of the historical evidence provided by the founding fathers. Johansen notes that the historical evidence has become known to a wider audience, and in a small way the "influence theory" has begun to filter into textbooks. The controversy, however, has been taken up by right wing media, which have linked non-European "influence" to every dysfunction of contemporary American society from "truly totalitarian impulses" exercised by "thought police," to the rise in teenage pregnancies, to the fall in Scholastic Aptitude Test scores. Barbara Mann's epilogue traces the philosophic roots of European assumptions of racial, cultural, and intellectual superiority, which remain the foundation of education and scholarship in the arts and sciences -- despite tokenism and lip service to multicultural values. She discusses the inevitable result: the continuing exclusion of all but a handful of non-Europeans from truly meaningful participation in our society.

Book excerpt: Democracy, Capitalism, and the Welfare State investigates political thought under the conditions of the postwar welfare state, focusing on the Federal Republic of Germany (1949-1989). The volume argues that the welfare state informed and altered basic questions of democracy and its relationship to capitalism. These questions were especially important for West Germany, given its recent experience with the collapse of capitalism, the disintegration of democracy, and National Socialist dictatorship after 1930. Three central issues emerged. First, the development of a nearly all-embracing set of social services and payments recast the problem of how social groups and interests related to the state, as state agencies and affected groups generated their own clientele, their own advocacy groups, and their own expert information. Second, the welfare state blurred the line between state and society that is constitutive of basic rights and the classic world of liberal freedom; rights became claims on the state, and social groups became integral parts of state administration. Third, the welfare state potentially reshaped the individual citizen, who became wrapped up with mandatory social insurance systems, provisioning of money and services related to social needs, and the regulation of everyday life. Peter C. Caldwell describes how West German experts sought to make sense of this vast array of state programs, expenditures, and bureaucracies aimed at solving social problems. Coming from backgrounds in politics, economics, law, social policy, sociology, and philosophy, they sought to conceptualize their state, which was now social (one German word for the welfare state is indeed Sozialstaat), and their society, which was permeated by state policies.

Here's why democracy is an obvious idea: For most of history, most governments divided people into the few who rule and the many who obey. The few then used the state to advance their own private interests at the expense of the many. Rulers were less like noble protectors appointed by God and more like intestinal parasites. The obvious solution is to eliminate the distinction between those who rule and those who obey. Make every citizen both a ruler and a subject of that rule. This ensures government promotes everyone's interests. Thus, democracy is the best form of government. It's too bad it took most of civilized history to realize this-and too bad that the world isn't more democratic than it is. Here's why democracy is a dubious idea. Government decisions are high stakes. It decides matters of war and peace, prosperity and poverty, freedom or oppression. Yet we let incompetent people steer the ship of state. Most voters are ignorant and process what little information they have in biased and irrational ways. They fall prey to propaganda and demagogues. They are conformists and don't even try to vote their interests. Democracy is the political equivalent of drunk driving. Thus, democracy is a defective form of government. Democracy is a method by which the masses shoot themselves in their feet. Philosophy students often start essays by writing, "Since the dawn of time, humanity has pondered..." In this case, these arguments and concerns are old, if not dawn-of-time old. We find laypeople, pundits, social scientists, and philosophers making these two arguments today. But in ancient Athens, Socrates, Plato, and Aristotle said similar things"--
