Book Low Cost Strategies to Increase Truck Parking in Wisconsin

Download or read book Low Cost Strategies to Increase Truck Parking in Wisconsin written by and published by . This book was released on 2009 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report documents a study of truck parking issues along the major state highways in Wisconsin. The effort builds upon another project at the National Center for Freight and Infrastructure Research and Education (CFIRE) funded by the Mississippi Valley Freight Coalition to study the truck parking issues on Interstate highways in the ten-state AASHTO Mississippi Valley Region. This study also inventories both public and private parking facilities along a select number of state highways. A web geographic information system (GIS) tool was developed for continuous survey and public participation. The study surveyed highway patrol officers, public freight planners, and truckers to identify parking facilities incommensurate with truck parking needs. It proposes a method for ranking parking facilities identified as having the most need of additional truck parking capacity. Building on a review of previous studies and face-to-face interviews with carriers, the report contains a discussion of why existing parking facilities do not meet needs and describes a set of low cost strategies for addressing truckers' parking needs.

Book Estimation of the Demand for Commercial Truck Parking on Interstate Highways in Virginia

Download or read book Estimation of the Demand for Commercial Truck Parking on Interstate Highways in Virginia written by Nicholas J. Garber and published by . This book was released on 2004 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The steady growth of commercial truck travel has led to an increasing demand for truck parking spaces at public rest areas and private truck stops on interstate highways in Virginia. This study developed a methodology to determine the supply and demand for commercial truck parking along these corridors. Supply was defined as the number of parking spaces available for commercial truck parking, and demand was defined as the sum of the parking accumulation and illegal parking at a given time. Phase I of this study developed a methodology to determine the supply and demand for commercial truck parking using I-81 in Virginia as a case study. This Phase II study expanded the study to other interstate highways in Virginia, checked the applicability of the parking demand model developed in Phase I, and developed new models when necessary. Extensive data on the characteristics of commercial truck parking and the characteristics of each truck stop and rest area were collected. In addition, truck drivers and truck stop owners/operators were surveyed. The data collected were used to develop models to describe the relationship between parking accumulation and independent variables such as traffic volume on the highway, truck percentage, parking duration, and the distance from a highway to a truck stop. After the applicability of the models was tested, they were used to estimate commercial truck parking demand in 2010 and 2020. Deficiencies of parking spaces with respect to estimated demand were then determined for each truck stop and the entire Virginia interstate highway system. The results indicate that the demand for commercial truck parking at individual truck stops on I-95 exceeds the supply by 10 to 22 percent and that there is no commercial parking shortfall at truck stops along I-64, 1-77, and I-85. However, there are shortfalls at rest areas on I-66, I-77, I-85, and I-95, varying from about 6 percent on I-85 to about 32 percent on I-95. If no new parking spaces are provided and a 5 percent increase in truck travel is assumed, the demand/supply ratio in 2010 for large truck parking on all interstate highways in Virginia will exceed 1.00. This deficiency could be as high as 40 percent on I-95.

Book Estimating the Supply and Demand for Commercial Heavy Truck Parking on Interstate Highways

Download or read book Estimating the Supply and Demand for Commercial Heavy Truck Parking on Interstate Highways written by Nicholas J. Garber and published by . This book was released on 2002 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: The increasing number of trucks traveling on Virginia highways has led to a growing demand for public rest areas and private truck stops. This study developed a methodology to determine the supply and demand for commercial heavy truck parking using I-81 in Virginia as a case study. In this study, supply was defined as the number of parking spaces available for large truck parking, and demand at a given time was defined as the sum of the parking accumulation and the illegal parking. Extensive data on the characteristics of large truck parking including parking duration and accumulation for different times of day were obtained. Data were obtained at 14 public rest areas and 29 private truck stops. Detailed information was also obtained on the characteristics of each truck stop and rest area, including the location; number and types of parking spaces; and availability of other facilities, such as restaurants and showers. Two types of questionnaire surveys were conducted. The first involved truck drivers, and the second involved truck stop managers/owners. The data collected were used to develop models to describe the relationship between parking accumulation and independent variables such as traffic volume on the highway, truck percentage, parking duration, and the distance of a truck stop from the interstate. The models developed were then used to estimate demand in 10 and 20 years. Any shortfall in supply with respect to the estimated demand was then determined for each truck stop and the entire highway. The results indicated that the existing maximum demand is 2,947 parking spaces, which exceeds the supply by 309 spaces. This deficiency will increase to 1,193 and 1,463 spaces in 2010 and 2020, respectively, if the number of parking spaces for large trucks does not increase.

An online GIS instrument was developed to administer surveys and allow for continuous public participation. The study surveyed highway patrol officers, public freight planners and truckers to identify parking facilities incommensurate with truck parking needs. It proposes a method to cluster marked spots for identifying areas with the most need for additional truck parking capacity. In-person carrier interviews were also conducted to further clarify truck parking problem causes and solutions. A set of low cost strategies are finally proposed to policy makers. This study also inventories both public and private parking facilities along the region's freight corridors and provides a review of previous studies"--Technical report documentation page.

Book Data Driven Methods to Address Truck Parking Shortages for Long Haul Commercial Truck Drivers

Download or read book Data Driven Methods to Address Truck Parking Shortages for Long Haul Commercial Truck Drivers written by Sharif Mahmud and published by . This book was released on 2021 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Truck parking is a critical concern for both the trucking industry and the truck drivers. Long-haul commercial truck drivers rely on safe and adequate parking to support interstate commerce, which has become a challenge due to parking shortages. The recent electronic logging device (ELD) mandate, forcing a strict compliance to hours of service (HOS) regulations, are leading to higher demand for parking. A number of federal, regional, and local studies reveal that truck activity will increase and truck parking demand will outpace parking supply in the coming years. Such parking shortages likely disrupt freight flows and pose risks to truck drivers as well as to other highway users. This study addresses truck parking shortages for long-haul commercial truck drivers in three interconnected ways. The first study used historical, anonymous truck Global Positioning System (GPS) data to determine the extent to which hourly parking usage patterns, i.e., average parking duration, percentage of parked trucks, and parking usage ratio, vary by amenity availability. A K-means clustering model grouped parking facilities by time of day parking usage patterns, season, and geographic region. Each cluster, represented by parking usage patterns, was then tied to unique amenity bundles. Three usage pattern clusters were identified: overnight usage with long parking durations (Cluster 1), off-peak usage with long parking durations, (Cluster 2), and off-peak usage with short parking durations (Cluster 3). In general, overnight and longer duration parking was associated with facilities that had fewer amenities, notably without showers, while peak and off-peak hours and shorter duration parking were associated with full-service facilities. In the second study, a systematic, data-driven review of the economic impacts of truck parking facilities was accomplished. This study applied a spatial-autoregressive model with autoregressive disturbances (SARAR) to estimate the impact on commercial and industrial land values attributed to proximity to truck parking facilities. Significant benefits to local land values were found: each 1% increase in distance from a parking facility was associated with a 0.25% decrease in land values, which corresponds to a $224/acre reduction in value for an average parcel. In the third and final study, a parking decision-support tool ParkSIM was developed by a group of researchers from the University of Arkansas. The author provided inputs to the location optimization model, specifically in defining criteria and selecting sites for parking capacity expansions and estimating budgets for bundled improvements as well as analyzed different overcrowding estimates from the multiple simulations run under different HOS. The analysis found 42 new locations and 50 existing facilities for expansions, each of which can be considered for building new parking facilities under three service levels. The cost of a full service facility (e.g., facility with restroom, showers, and food) was estimated to $14 million and the cost of basic facility with no service was $2.8 million. The analysis of the model output revealed that average overcrowding (more than 100% use of capacity) occurs at 26 of the 168 facilities in Arkansas with many significant overcrowding issues along the interstates.

Book High Cost of Free Parking

Download or read book High Cost of Free Parking written by Donald Shoup and published by Routledge. This book was released on 2021-02-25 with total page 752 pages. Available in PDF, EPUB and Kindle. Book excerpt: Off-street parking requirements are devastating American cities. So says the author in this no-holds-barred treatise on the way parking should be. Free parking, the author argues, has contributed to auto dependence, rapid urban sprawl, extravagant energy use, and a host of other problems. Planners mandate free parking to alleviate congestion, but end up distorting transportation choices, debasing urban design, damaging the economy, and degrading the environment. Ubiquitous free parking helps explain why our cities sprawl on a scale fit more for cars than for people, and why American motor vehicles now consume one-eighth of the world's total oil production. But it doesn't have to be this way. The author proposes new ways for cities to regulate parking, namely, charge fair market prices for curb parking, use the resulting revenue to pay for services in the neighborhoods that generate it, and remove zoning requirements for off-street parking.
