How should the United States handle this threat, and can it deter the use of such weapons? Through three scenario models, this study explores the political, strategic, and operational challenges facing the United States in a post–Cold War world. The authors concentrate on the type of nuclear capability Iran might develop; the conditions under which Iran might resort to threatened or actual weapons use; the extent to which Iran’s military strategy and declaratory policy might embolden Iran and its proxies to pursue more aggressive policies in the region and vis-à-vis the United States; and Iran’s ability to transfer nuclear materials to others within and outside the region, possibly sparking a nuclear cascade. Drawing on recent post–Cold War deterrence theory, the authors consider Iran’s nuclear ambitions as they relate to its foreign policy objectives, domestic politics, and role in the Islamic world, and they suggest specific approaches to improve U.S. defense and deterrence planning.

To be sure, estimates vary as to when Iran could build its first bomb. Some believe Tehran could do it before the end of 2005; others think Iran would only be able to do so by the end of the decade. In either case, though, the die seems cast: If Iran wants, it has all that it needs eventually to build a bomb on its own. Certainly, trying to deny Iran further nuclear technology in the hopes that this will prevent it from getting nuclear weapons is no longer a credible strategy. The questions this edited volume addresses are whether or not any strategy can prevent Iran from going nuclear, what the proper goals of such a strategy might be (deterring use, keeping Tehran from deploying weapons, getting it to dismantle its nuclear program, etc.), and what other nonproliferation goals ought to be attempted (including trying to dissuade other nations from following Iran's example). The answers this volume offers are: 1) in the long-run Iran will gain little from going nuclear, and 2) much can be gained by enforcing the nonproliferation rules Iran agreed to and spelling out the costs to Iran of its continuing acquisition of nuclear weapons- related capabilities.

Khan was not the only nuclear arms merchant and Pakistan was not the only country implicated in his shadowy network. It spanned three continents and eluded both national and international systems of export controls that had been designed to prevent illicit trade. The discovery of the network highlighted concerns that nuclear technology is no longer the monopoly of industrially advanced countries, but can be purchased off-the-shelf by both states and terrorist groups. Book excerpt: Although Iran's secret nuclear fuel cycle program began as early as 1985, the full extent of the program was not publicly disclosed until 2002, when details were released of two previously undeclared nuclear facilities. In 2003, Iran, fearing that the US could turn its attention to regime change in Tehran, secretly approached Washington to negotiate an agreement on the nuclear issue. However, Tehran's overtures were spurned by the US, primarily due to evidence linking senior Al-Qaeda officials residing in Iran to a string of bombings in Saudi Arabia. The US proceeded to launch a campaign to convince the IAEA to adopt a resolution threatening to refer Iran to the UN Security Council for past violations of its IAEA safeguards agreement. To avoid referral to the Security Council, Iran reached an agreement with the EU-3 (the United Kingdom, France and Germany) in October 2003 to resolve its past safeguards violations, and accept more intrusive IAEA inspections. In return, the Europeans agreed to counter US efforts to refer Iran to the Security Council. However, by early 2004, as the American predicament in Iraq worsened, an emboldened Iran began to renege on the October 2003 agreement. The EU-3 responded by threatening to refer Iran to the UN Security Council. As a result, a new agreement was reached in November 2004, in which Iran agreed to restore the full suspension of its enrichment and reprocessing programs. In return, the EU-3 again agreed to block referral to the Security Council. Ultimately, a key factor in determining the success or failure of EU-3/Iran talks will be whether the US is prepared to endorse and support an agreement between them.

This book argues that North Korea and Iran are uniquely common in the world today in their illicit nuclear aspirations in violation of their legal commitments made under the Non-Proliferation Treaty. The work evaluates alternative arguments, some of which sustain that the two states should be grouped together based on other metrics, such as nuclear powers that sponsor terrorist organizations or nuclear states that violate human rights, and find alternative explanations do not hold up to empirical scrutiny. Drawing on newly declassified documents and Iranian and North Korean sources, the book provides a comprehensive and comparative assessment of the two states’ social, historical, economic, and domestic political structures and situation to make these determinations. Furthermore, it reviews the nuclear issue stemming from Iran and North Korea and the efforts to constrain these programs. The book concludes with specific policy recommendations that apply diplomatic lessons learned from dealing with Iran to North Korea and vice versa. Book excerpt: U.S. Iran policy has been long on the tactics and techniques of sanctions and short on a clear, coherent, strategic vision of the kind of U.S.-Iranian relationship Washington ultimately wants. Without defining that vision, and the most effective balance of incentives and punitive measures needed to get there, U.S. policy toward Iran will continue to drift toward a choice between two unpalatable outcomes: the use of military force; or policies that seek to contain and deter Iran after it has succeeded in acquiring a nuclear weapons capability. This report concludes that the administration must rebalance its dual-track approach to be effective in future relations with Iran. Seeking to charge a more promising course, the study group argues for a policy of "strategic engagement." Strategic engagement will face many hurdles. If it does not succeed, the measures set out in this report will provide a foundation for a policy of deterrence and dissuasion. If, however, strategic engagement helps to advance a comprehensive solution to the escalation stand-off with Iran, it will be far preferable to a march toward war or to a policy directed at deterring Iran after it has succeeded in acquiring a nuclear-weapons capability.
