Education in general -- and education for deaf learners in particular -- is situated in broader societal contexts, where what works within the Western world may be quite different from what works beyond the Western world. By exploring practice-based and research-based evidence about deaf education in countries that largely have been left out of the international discussion thus far, this volume encourages more researchers in more countries to continue investigating the learning environment of deaf learners, based on the premise of leaving no one behind. Featuring chapters centering on 19 countries, from Africa, Asia, Latin America, and Central and Eastern Europe, the volume offers a picture of deaf education from the perspectives of local scholars and teachers who demonstrate best practices and challenges within their respective regional contexts. This volume addresses the notion of learning through the exchange of knowledge; outlines the commonalities and differences between practices and policies in educating deaf and hard-of-hearing learners; and looks ahead to the prospects for the future development of deaf education research in the context of recently adopted international legal frameworks. Stimulating academic exchange regionally and globally among scholars and teachers who are fascinated by and invested in deaf education, this volume strengthens the foundation for further improvement of education for deaf children all around the world.

Book excerpt: This grammar of Kenyan Sign Language (KSL) phonology adds to a sparse literature on the units of categorical form in the world’s sign languages. At the same time, it brings descriptive and theoretical research on sign language phonology into better alignment by systematically evaluating current models of sign language phonology for each of the main parameters – handshape, location, and movement – against the KSL data. This grammar also makes a methodological contribution by using a unique dataset of KSL minimal pairs in the analysis, demonstrating that minimal pairs are not as infrequent in sign languages as previously thought. The main content of the book is found in five chapters on handshape, location, core articulatory movement, manner of movement, and other distinctive features (e.g., orientation, mouth actions). The book also contains two large appendices that document the phonological evidence for each of the 44 handshapes and 37 locations. This book will be a key reference for descriptive and typological studies of sign phonology, as well as a helpful resource for linguists interested in understanding the similarities and differences between current models of sign phonology and identifying promising avenues for future research.

Book excerpt: From the seventeenth century to the early years of the twentieth, the population of Martha’s Vineyard manifested an extremely high rate of profound hereditary deafness. In stark contrast to the experience of most deaf people in our own society, the Vineyarders who were born deaf were so thoroughly integrated into the daily life of the community that they were not seen—and did not see themselves—as handicapped or as a group apart. Deaf people were included in all aspects of life, such as town politics, jobs, church affairs, and social life. How was this possible? On the Vineyard, hearing and deaf islanders alike grew up speaking sign language. This unique sociolinguistic adaptation meant that the usual barriers to communication between the hearing and the deaf, which so isolate many deaf people today, did not exist.

The authors investigate what it takes to facilitate deaf children's progress through early childhood, focusing on language, communication, learning, and well-being in the sub-Saharan African context of Ghana. They provide a review and critical discussion of the existing knowledge base surrounding early childhood deaf education and examine traditional and contemporary perspectives on childhood deafness and caregiving that are meaningful to the African early childhood deaf education landscape. The book draws on the knowledge and understanding developed through a collaborative UK-Ghana research project that examined the Early Childhood Care and Education (ECCE) of young deaf children in Ghana. Examples from this project bring to life the issues surrounding caregiving, childhood deafness and early support in sub-Saharan Africa and advances voices from this context. As a co-authored text and collaboration between UK and Ghana researchers the work brings a new and context sensitive contribution to the examination of early education programming for young deaf children, addresses gaps in the global ECCE research, and shifts the traditional flow of knowledge to open the potential of south-north illumination and learning.

Little international attention is given, however, to the ways in which disability is discussed and addressed in specific countries in Africa. Little is known also about the ways in which persons with disabilities have advocated for themselves over the past one hundred years and how their needs were or were not met in locations across the continent. Kenya has been on the forefront of disability activism and disability rights since the middle of the twentieth century. The country was among the first African states to create a legal framework addressing the rights of persons with disabilities, namely the Persons with Disabilities Act of 2003. Kenya, however, has a much longer history of institutions and organizations that are dedicated to addressing the specific needs of persons with disabilities, and substantial developments have occurred since the introduction of the legal framework in 2003. Disability and Social Justice in Kenya: Scholars, Policymakers, and Activists in Conversation is the first interdisciplinary and multivocal study of its kind to review achievements and challenges related to the situation of persons with disabilities in Kenya today, in light of the country’s longer history of disability and the wide range of local practices and institutions. It brings together scholars, activists, and policymakers who comment on topics including education, the role of activism, the legal framework, culture, the impact of the media, and the importance of families and the community.
