The distinguishing feature of our model is that the bargaining power is durable and changes only due to important events such as elections. Players know their current bargaining powers, but they can be optimistic that events will shift the bargaining power in their favor. We define congruence (in political negotiations, political capital) as the extent to which a party's current bargaining power translates into its expected payoff from bargaining. We show that durability increases congruence and plays a central role in understanding bargaining delays, as well as the finer bargaining details in political negotiations. Optimistic players delay the agreement if durability is expected to increase in the future. The applications of this durability effect include deadline and election effects, by which upcoming deadlines or elections lead to ex-ante gridlock. In political negotiations, political capital is highest in the immediate aftermath of the election, but it decreases as the next election approaches.

It provides a historical examination of ultimata in Western strategic, political, and legal thought since antiquity until the present, and offers a four-pronged typology that explains their various purposes and effects: 1) the dictate, 2) the conditional war declaration, 3) the bluff, and 4) the brinkmanship ultimatum. Book excerpt: Conventional wisdom holds that negotiators who are under time pressure should avoid revealing their final deadlines to the other side, especially if they are in a weak position. The present study questions this conventional wisdom. The experiment manipulates timepressure on the negotiators, knowledge of that time pressure, and each side's power at the bargaining table. Power is manipulated by varying the quality of each side's alternatives to negotiated agreement (BATNAs). Results show that negotiators benefited from revealing their final deadlines, regardless of the strength of their BATNAs. The reasons why this simple lesson is counterintuitive, and why negotiators mistakenly believe they ought to keep their deadlines secret, are discussed.

It had been replicated in a large number of environments and points to special considerations for fairness. Although it has been popular in the experimental community, researchers have not harnessed all the statistical power they should to evaluate the dynamics at work in this type of a bargaining game. This research uses two planned treatments, the first involving a signaling condition concerning a subject's "type," and the second a price effect built into the structure of the game. We find that there are no significant main effects as a result of the signaling condition of a subject's type, but that there are strong effects as a result of the different payoff parameters. Using a variety of multivariate models we find important, non-obvious interactions with the gender of the subjects. The lesson that we take away from this research is that experimentalists can learn more from data collected in the tightly controlled laboratory environment by using statistical techniques that complement their research designs.
