This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. Book excerpt: This book argues that security and defense have never been true priorities in the European Union, and have constantly been marginalized by the elites since the Soviet Union collapsed and the Warsaw Pact disintegrated. Despite the official rhetoric, only a few tangible results can be presented concerning the operational readiness of European forces, and the EU’s inability to act was proven during the crises in the Balkans, NATO has experienced similar problems, as the majority of its members are EU countries. Both organizations have declared their resolve concerning the security and defense of their nations and territories, but, unfortunately, little has been done to lend these statements credence. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.

Nevertheless, the processes that lead to radicalization remain thinly conceptualized although governments and their agencies worldwide have invested heavily in counter and de-radicalization programs. There are at least 34 anti-radicalization programs worldwide, most of which were initiated post-2001, with a focus on Muslims and Muslim communities. These policies and programs have led to interventions in the daily lives of thousands, often in ways that push the boundaries of human rights law and norms. However, the effectiveness of these programs is unclear. This book compares anti-radicalization programs that target Islamic extremism in the UK, Saudi Arabia, Indonesia, the Netherlands and Pakistan. It looks particularly at the ways in which the program tactics differ depending on the gender of the target, arguing that the gendered way in which anti-radicalization is pursued helps to reveal its limitations. These programs fail to take into account how masculinity and femininity inform the radicalization process. Moreover, the programs tend to link men's radicalization to excessive, but flawed, masculinity, and women's radicalization to passivity, which consequentially limits understandings of the various modes of belief, belonging, and behavior of those they are trying to engage. Solutions for male de-radicalization hinge on particular ideals of masculinity that few men can obtain, while the de-radicalization of women is seen as a rescue mission. Although the rhetoric of battling terrorism is often couched in a narrative of "women's rights" and "liberal values", the book demonstrates that the consequences of the programs often run counter to such ideals. The book's findings are applicable not just to de-radicalization programs, but also to broader counter-radicalization agendas that address resilience and community engagement. The book also highlights the way in which anti-radicalization measures hew to or differ from older programs addressing right-wing extremism, anti-cult measures, and sectarianism. Ultimately, Gender, Religion, Extremism proposes an alternative way of implementing anti-radicalization efforts that are rooted in a feminist peace--one that is transformative, inclusive, and sustainable.

Emerged as a project aiming to harmonize state sovereignty and the market, through the promotion of liberal democracy domestically, and free trade and economic cooperation internationally, the LWO was hijacked in the 1980s: market forces overshadowed democratic forces, thus disfiguring the LWO into a Neoliberal Global Order. The book advocates for a revival of its original intellectual premises, that in the aftermath of World War II marked the zenith of political modernity.

Book excerpt: The UN outlawed genocide in 1948, and the United States launched a war on terror in 2001; yet still today, neither genocide nor terrorism shows any sign of abating. This book explains why those efforts have fallen short and identifies policies that can prevent such carnage. The key is getting the causation analysis right. Conventional wisdom emphasizes ancient hatreds, poverty, and the impact of Western colonialism as drivers of mass violence. But far more important is the inciting power of mass, ideological hate propaganda: this is what activates the drive to commit mass atrocities, and creates the multitude of perpetrators needed to conduct a genocide or sustain a terror campaign. A secondary causal factor is illiberal, dualistic political culture: this is the breeding ground for the extremist, “us-vs-them” ideologies that always precipitate episodes of mass hate incitement. A two-tiered policy response naturally follows from this analysis: in the short term, several targeted interventions to curtail outbreaks of such incitement; and in the long term, support for indigenous agents of liberalization in venues most at risk for ideologically-driven violence.

Special attention is paid to the cruel humor and humorous cruelty arising thereof, insofar as such phenomena can reveal critical aspects of today’s neoliberal socio-economic order. In parallel, settings where humor has been used as an instrument to cope with suffered cruelty, whether natural or human in origin, are also retrieved and discussed. Book excerpt: Employing a theoretical framework based on the concept of identity loss, this book seeks to understand why increased integration has stimulated greater radicalization among the Muslim populations in Western Europe. Through extensive field research in four European countries – the UK, the Netherlands, Germany and France – the authors investigate three key questions: 1) Why are 2nd and 3rd generations of Muslims in Europe more radical than their parents?; 2) Why does Europe experience more "home-grown terrorism" today than thirty or forty years ago?; 3) Why do some European countries feature more radical Muslim communities than others? The book reveals that these three puzzling questions can be solved when analyzing the loss of individuality if the face of integration and identification with European society. While Individualist and structural approaches fail to explain radicalization of Muslims in Europe, this study, by framing radicalization through coupling the public discourse with identity loss, provides a much needed insight into the process of radicalization. Explaining radicalization and gaining an understanding of the drivers of radicalization is crucial to prevent and mitigate intercultural alienation, to further develop immigration policies, redress integration failures as well as to avoid dangerous oversimplifications. This book contributes not only to understanding why greater integration is matched by increasing radicalization, but its insights also contribute to developing ideas about how radicalization can be prevented or overcome and integration policies can be enhanced.
