Book excerpt: Dans le cadre de la réforme de la politique de la ville en cours début 2013, le Comité d'évaluation et de suivi de l'ANRU a souhaité poursuivre ses réflexions pour l'avenir de la rénovation urbaine. A l'aune des travaux d'évaluation qu'il a menés, le rapport 2013 du CES de l'ANRU interroge les principes directeurs de la rénovation urbaine, presque dix ans après la création de l'ANRU. Le CES de l'ANRU dresse le constat général d'une amélioration des conditions d'habitat dans les quartiers concernés par le programme national de rénovation urbaine (PNRU). Ce constat justifie à lui seul la poursuite de la rénovation urbaine dans des quartiers qui n'ont pu encore, ou que partiellement en bénéficier. Mais au-delà de cette intervention urbaine positive, les autres objectifs du PNRU (banalisation des quartiers, mixité sociale, réduction des écarts) ne seront que partiellement atteints et ne permettront pas de changer radicalement la donne dans la majorité des quartiers. Pour la prochaine étape de rénovation urbaine, le CES de l'ANRU plaide pour un changement des principes directeurs de l'action publique. Plutôt que de "casser les ghettos" et de les adapter à une norme hypothétique, il faudrait miser sur les potentialités des quartiers et les atouts de leurs habitants.

Book excerpt: We know very little about variations in urban class and ethnic segregation among nations and even less about differences among cities in different regions of the world. Spatial organization (places and neighbourhoods) matters significantly in some cities in reproducing class relations and ethno-racial hierarchies, but may be much less important in others. The degree and the impact of segregation depend upon contextual diversity. By emphasizing the importance of contextual diversity in the study of urban residential segregation, the book questions currently popular urban theories such as global city, neoliberal urbanism, and gentrification. These theories tend to dissociate cities from their national and regional context and thus ignore their history, culture, politics and institutions. The aim of this book is to introduce the significantly different urban experiences in social and spatial segregation patterns and rationales which exist among the world's regions and to demonstrate that urban theory needs to draw systematically upon this wide range of experiences. The cities selected (Athens, Beijing, Budapest, Copenhagen, Hong Kong, Madrid, Paris, São Paulo, Taipei, and Tokyo) were chosen in order to achieve geographical spread, to maximise the diversity of types of socioeconomic regulation.This volume is thus able to avoid the interpretative limitations and misconstructions resulting from universalizing the Anglo-American experience.

Book excerpt: The 1960s and 1970s saw a marked change in the approach to built heritage conservation. From a focus on the preservation of individual buildings, attention turned to the conservation, regeneration, and reuse of entire historic districts. A key player in this process was the Belgian art and architecture historian Raymond Lemaire (1921–1997), yet beyond those in conservation circles few people know of his work and influence or even recognize his name. In this book, Claudine Houbart traces how the change came about and the role played by Lemaire. She describes his work and influence and in so doing provides a history of urban conservation over the last four decades of the twentieth century and beyond. The first chapter summarizes Lemaire’s background from his training during the Second World War and his work as a Monuments Man immediately after the war, to his role in the drafting of the Venice Charter and his appointment as Secretary General of ICOMOS (International Council on Monuments and Sites). The next chapter describes the rehabilitation of Great Beguinage in Louvain. Now a UNESCO World Heritage Site, the project was directed by Lemaire and is a perfect example of the restoration of an entire district. The following chapter provides case studies of his work in Brussels, demonstrating his methodology in action. The final chapter discusses the transposition of the model of the historic city to urban projects and summarizes Lemaire’s influence on heritage conservation today, particularly integrated conservation. His participation in drafting key conservation documents sponsored by the Council of Europe, UNESCO and ICOMOS, and his desire to revise the Venice Charter are discussed. The book’s conclusion reflects on what has gone before, ending aptly with Lemaire’s own words ‘the past, properly understood, is one of the references for judging the value of today and tomorrow’.

This book is timely because the recent global economic crisis and Europe’s immigration crisis demand a thorough investigation of the role large housing estates play in poverty and ethnic concentration. Through case studies of housing estates in 14 European centers, the book also identifies policy measures that have been used to address challenges in housing estates throughout Europe.
