The book offers an extensive discussion of the influence of this organisation on the press policy and the international position of the Vatican. It also explores its impact on the development of militant Catholicism and, through its after-effects in the Union of Fribourg (1884-1891) on the emergence of social Catholicism in Europe. L'Internationale noire était une association secrète qui groupait les chefs de file des comités catholiques de neuf pays européens. Elle essaya de faire front contre les trois courants qui menaçaient l'Eglise catholique à la fin du XIXe siècle: le liberalisme, le socialisme et le nationalisme. Cette Internationale noire dépendait directement du Vatican. Analysant l'histoire de la naissance, du fonctionnement et de la dissolution de cette organisation secrète, le présent ouvrage ressemble quelquefois à un roman policier. Il accorde également une grande attention à l'influence exercée par ce réseau sur la politique de presse et sur la politique internationale du Vatican. An ideal supplemental text for graduate and advanced undergraduate courses in comparative politics, international relations, and international organization, this volume will also be of significant benefit to policymakers interested in reviewing past sanctions cases as a guidepost for determining the feasibility of similar operations in the future. The book is distinguished by its broad historical approach and by its close comparison of the two countries--not only in terms of their sanctions policies but also in terms of their domestic political structures and individual overall formulations of neutrality policy. Ross demonstrates that despite the many background similarities between Sweden and Switzerland, the two states have differed substantially in their responses to sanctions operations. He analyzes the reasons for these differences, challenging traditionally held views that characterize Sweden's policies as changeable and Switzerland's as consistent. Finally, Ross identifies seven explanatory factors, derived from the four case studies, which can be used to determine how other source states--both neutral and non-neutral--might respond to future cases of sanctions.

Contending that Swiss neutrality during the Second World War has not only been misunderstood, but has also been unfairly stigmatized, the book's wide-ranging assessment offers a much-needed corrective to received wisdom on the subject. Commendably, it presents a comparative assessment, comparing the Swiss both to European neutrals, and to the U.S. - which, it is often forgotten, defended the posture of neutrality for the first two years of the war. The study highlights the need for careful assessment in the context of more than half a century ago. Seen in those terms, the behavior of the Swiss emerges far more nuanced, more driven by the desperate conditions of total war, and far less susceptible to present-day moralizations than in the work of many writers. This important contribution deepens our understanding of the Second World War.

Book excerpt: The law of neutrality - the corpus of legal rules regulating the relationship between belligerents and States taking no part in hostilities - assumed its modern form in a world in which the waging of war was unconstrained. The neutral State enjoyed territorial inviolability to the extent that it adhered to the obligations attaching to its neutral status and thus the law of neutrality provided spatial parameters for the conduct of hostilities. Yet the basis on which the law of neutrality developed - the extra-legal character of war - no longer exists. Does the law of neutrality continue to survive in the modern era? If so, how has it been modified by the profound changes in the law on the use of force and the law of armed conflict? This book argues that neutrality endures as a key concept of the law of armed conflict. The interaction between belligerent and nonbelligerent States continues to require legal regulation, as demonstrated by a number of recent conflicts, including the Iraq War of 2003 and the Mavi Marmara incident of 2010. By detailing the rights and duties of neutral states and demonstrating how the rules of neutrality continue to apply in modern day conflicts, this restatement of law of neutrality will be a useful guide to legal academics working on the law of armed conflict, the law on the use of force, and the history of international law, as well as for government and military lawyers seeking comprehensive guidance in this difficult area of the law.
