These are, in chronological order, the European Court of Human Rights, the Inter-American Court of Human Rights, and the African Court on Human and Peoples' Rights. While each has been the subject of important, dedicated monographs, no major study has analysed both the institutional and jurisprudential issues of all three regional systems. The 3 Regional Human Rights Courts in Context: Justice That Cannot Be Taken for Granted is the first book to offer a comprehensive comparison of the three systems. Rather than merely juxtaposing analogous features, the book considers how the three courts operate as parts of a greater, integrated whole. It is closely attached to the body, part of the daily routine, and an unavoidable means of communication. The clothes people wear tell stories about their allegiances and identities but also about their exclusion and stigmatization. They allow for the display of wealth and can mercilessly display poverty and indigence. Clothes also enable people to play with identities and affinities: for instance, individuals can claim higher social status via their clothes. In many ways, dress is thus open to manipulation by the wearer and misinterpretation by the observer. Authorities—whether religious or secular, local or regional—have always aimed at imposing order on this potential muddle. This is particularly true for the early modern era, when the world became ever more complex. In Europe, the composition of societies diversified with the emergence of new social groups and increasing migration and travel. Thanks to intensified long-distance trade and technological developments, new fashionable clothes and accessories entered the market. With the emergence of a consumer culture, it was now the case that not only the extremely wealthy could afford at least the occasional indulgence in luxury items and accessories. Over recent years, research has focused on a variety of areas related to dress and appearance in the context of early-modern political, socio-economic, and cultural transformations both within Europe and related to its entanglement with other parts of the world. Nevertheless, a significant compartmentalization in the research on dress and appearance remains: research is often organized around particular cities and territories, and much research is still framed by modern national boundaries. This special issue looks at dress and its perception in Europe from a transcultural perspective and highlights the many differences that clothing can express.

Book excerpt: The heroes of the British and French empires stood at the vanguard of the vibrant cultures of imperialism that emerged in Europe in the second-half of the nineteenth century. Their stories are well known. Scholars have tended to assume that figures such as Livingstone and Gordon, or Marchand and Brazza, vanished rapidly at the end of empire. Yet imperial heroes did not disappear after 1945, as British and French flags were lowered around the world. On the contrary, their reputations underwent a variety of metamorphoses in both the former metropoles and the former colonies. This book develops a framework to understand the complex legacies of decolonisation, both political and cultural, through the case study of imperial heroes. We demonstrate that the ‘decolonisation’ of imperial heroes was a much more complex and protracted process than the political retreat from empire, and that it is still an ongoing phenomenon, even half a century after the world has ceased to be ‘painted in red’. Whilst Decolonising Imperial Heroes explores the appeal of the explorers, humanitarians and missionaries whose stories could be told without reference to violence against colonized peoples, it also analyses the persistence of imperial heroes as sites of political dispute in the former metropoles. Demonstrating that the work of remembrance was increasingly carried out by diverse, fragmented groups of non-state actors, in a process we call ‘the privatisation of heroes’, the book reveals the surprising rejuvenation of imperial heroes in former colonies, both in nation-building narratives and as heritage sites. This book was originally published as a special issue of the Journal of Imperial and Commonwealth History.

The relationship between France's national territory and other regions of the world where French is spoken and written (most of them former colonies) has long been central to discussions of "Francophonie." Boldly expanding such discussions to the whole range of French literature, the essays in this volume explore spaces, mobilities, and multiplicities from the Middle Ages to today. They rethink literary history not in terms of national boundaries, as traditional literary histories have done, but in terms of a global paradigm that emphasizes border crossings and encounters with "others." Contributors offer new ways of reading canonical texts and considering other texts that are not part of the traditional canon. By emphasizing diverse conceptions of language, text, space, and nation, these essays establish a model approach that remains sensitive to the specificities of time and place and to the theoretical concerns informing the study of national literatures in the twenty-first century.

Focusing on images created by photographers based in Senegal and Benin, Bajorek draws on formal analyses of images and ethnographic fieldwork with photographers to show how photography not only reflected but also actively contributed to social and political change. The proliferation of photographic imagery—through studio portraiture, bureaucratic ID cards, political reportage and photojournalism, magazines, and more—provided the means for west Africans to express their experiences, shape public and political discourse, and reimagine their world. In delineating how west Africans' embrace of photography was associated with and helped spur the democratization of political participation and the development of labor and liberation movements, Bajorek tells a new history of photography in west Africa—one that theorizes photography's capacity for doing decolonial work.

Book excerpt: There is evidence that institutions related to climate change and natural resource management influence each other’s performance, and that local settings also shape policy outcomes. We examine how policy implementation processes and institutional interactions affect the Reducing Emissions from Deforestation and Forest Degradation (REDD+) program in Cameroon. Research on REDD+ implementation has focused on resource tenure, benefit-sharing and participation, giving less attention to how implementation paradigms and other institutions affect REDD+. We combine a policy implementation framework with the theories of institutional interaction to examine how REDD+ implementation typologies, and interactions with forestry regulations influence the outcomes of three REDD+ pilot projects in South and West Cameroon. Drawing from focus group discussions with project beneficiaries and interviews with local stakeholders and land-users, we find that REDD+ projects epitomize political implementation in the South and experimental implementation in the West. We also indicate how project outcomes have been affected by rules regarding community forests, reforestation and timber processing. Our findings suggest that policy designers’ ability to satisfy community preferences is important for projects’ outcomes in the South, and that resource availability and social capital are pivotal in the West. Incentives to promote local timber processing, improve forest governance and expedite decentralization would improve REDD+ project implementation in Cameroon.
