Book excerpt: Just as space, territory and society can be socially and politically co-constructed, so can water, and thus the construction of hydraulic infrastructures can be mobilised by politicians to consolidate their grip on power while nurturing their own vision of what the nation is or should become. This book delves into the complex and often hidden connection between water, technological advancement and the nation-state, addressing two major questions. First, the arguments deployed consider how water as a resource can be ideologically constructed, imagined and framed to create and reinforce a national identity, and secondly, how the idea of a nation-state can and is materially co-constituted out of the material infrastructure through which water is harnessed and channelled. The book consists of 13 theoretical and empirical interdisciplinary chapters covering four continents. The case studies cover a diverse range of geographical areas and countries, including China, Cyprus, Egypt, Ethiopia, France, Nepal and Thailand, and together illustrate that the meaning and rationale behind water infrastructures goes well beyond the control and regulation of water resources, as it becomes central in the unfolding of power dynamics across time and space.

Dams impound water in reservoirs during times of high flood that can be used for human requirements during times with inadequate natural flows. Positive impacts of dams are improved flood control, improved welfare resulting from new access to irrigation and drinking water. Without dams there would be insufficient food to feed the world’s people and energy would be generated by burning fossil fuels that produce greenhouse gases. Despite this progress there remain significant concerns about the environmental impacts of dams. These environmental impacts are complex and far reaching, remote of the dam, and may occur in time with the dam construction or later and may lead to a loss of biodiversity and of productivity of natural resources. This bulletin compiles improvements in knowledge and state of the art technology to avoid or mitigate environmental impacts of dams on the natural ecosystem as well as to the people that depend upon them for their livelihood and also addresses the mitigation of environmental impacts on dams and reservoirs. Les barrages sont planifiés, construits et exploités de manière à répondre aux besoins humains. Les barrages retiennent l'eau dans les réservoirs pendant les périodes de forte crue, une eau qui peut être utilisée pour les besoins de l'homme pendant les périodes d’insuffisance des débits naturels. Les impacts positifs de barrages sont le contrôle des crues et l'amélioration du bien-être résultant du nouvel accès à l'irrigation et à l'eau potable. Sans barrages, la production alimentaire serait insuffisante pour nourrir la population du globe et l'énergie serait générée en brûlant des combustibles fossiles qui produisent des gaz à effet de serre. Malgré ces progrès, d'importantes préoccupations subsistent quant aux retombées des barrages sur l’environnement. Les impacts environnementaux sont complexes et d’une grande portée. Ils peuvent se produire au moment de la construction du barrage ou plus tard et peuvent entraîner une perte de la biodiversité et de la productivité des ressources naturelles. Book excerpt: Resource and environmental management generally entail an attempt by governing authorities to dominate, reroute, and tame the natural flows of water, the growth of forests, manage the populations of non-human bodies, and control nature more generally. Often this is done under the mantle of conservation, economic development, and sustainable management, but still involves a quest to “civilize” and control all aspects of nature for a specific purpose. The results of this form of environmental management and governance are many, but by and large, across the globe, it has meant governments construct a specific idea regarding nature and the environment. These forms of control also extend beyond the natural environment, allowing for particular methods of managing human and non-human populations in order to maintain power and enact sovereignty. This volume contributes to advancing an ‘ecology of freedom,’ which can critique current anthropocentric environmental destruction, as well as focusing on environmental justice and decentralized ecological governance. While concentrating on these areas of anarchist political ecology, three major themes emerged from the chapters: the legacies of colonialism that continue to echo in current resource management and governance practices, the necessity of overcoming human/nature dualisms for environmental justice and sustainability, and finally discussions and critiques of extractivism as a governing and economic mentality.

Micropollutants are chemicals detected in small concentrations in waterbodies today, originating from pharmaceuticals, cosmetics, or detergents, among others. Since the regulation of micropollutants is a fairly new issue, it has been largely neglected in social sciences. However, the search for appropriate solutions is of high political relevance at both the national and international levels, with many open questions arising that concern the most adequate governance structures and steering mechanisms. Solutions suitable for classical, macro-pollutants, such as nutrients, do not necessarily apply to micropollutants because of the diversity of compounds and sources, and for technical, financial, and societal reasons. The book addresses this knowledge gap by investigating the steering mechanisms at hand and their prospect for problem solving. In this regard, the research provides a systematic depiction and comparison of policy designs in place for the reduction of micropollutants in the Rhine basin. Moreover, the study yields insights into the governance structures in place, into actors’ responsibilities and constellations, and policy processes regarding micropollutants. The study is furthermore embedded into broader theoretical questions of policy research. More precisely, this research is a contribution to policy analysis that aims to achieve more optimal policy results by providing for a better understanding of the nature of policy designs and the social mechanisms behind the choice of them. Despite the intrinsic aim of policy analysis at contributing to more optimal policy outcomes, there remains a lack of research regarding analytical tools that enable an ex-ante assessment of policy designs’ problem-solving abilities. To explore such a research path, this book proposes a novel index of policy comprehensiveness for quantifying the prospective performance of policy designs in alleviating an underlying policy issue, e.g. reducing pollutants in waters. Furthermore, the book uncovers the social mechanisms behind policymaking and turns to the question: In which social settings is it possible to achieve a comprehensive policy design? Compared to purely micro-level explanations, the advantage of the network approach is that it goes beyond the mere aggregation of policy actors’ attributes by taking into consideration actors’ interdependencies. In order to take the network approach seriously, the study systematically links the structure of a policy network with comprehensive policy designs. Network concepts, such as coalition structure, interconnectedness, and belief similarity, are employed from policy change research here in order to explore the link between structural network characteristics and comprehensive policy design. By studying how network structures affect policy design, the book critically examines the explanatory value of the network approach.

Book excerpt: Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. This book provides a timely analysis of the particular trajectory of eight Mediterranean countries in these uncertain transformations, and attempts to identify the best strategies to avert or overcome future risks.
