The objective of this document is to provide an opportunity for public review of draft data and management assumptions that will be applied in reviewing the timber supply for the TSA. The document first presents a profile of the TSA, including communities, industry activity, environmental setting, land resources, and First Nations. It then reviews the history of the TSA's allowable annual cut and sets out draft data and management assumptions related to land base factors, forest inventory, forest re-establishment, timber utilization and damage, factors to be considered for purposes other than timber production, alternative rates of harvesting, timber processing facilities, and economic and social objectives. The appendix includes a response form soliciting comments regarding the review and a data package summarizing the basic information & assumptions required for the TSA timber supply analysis.

About 32% of the TSA area is considered available for timber harvesting under current management practices. After a brief description of the TSA, this report reviews the principles for determining the allowable annual cut for the area and presents an accounting of the factors and the rationale used in making that determination. These factors include the role of the base-case timber supply forecast, the land base contributing to timber harvesting, the existing forest inventory, the expected rate of growth, regeneration delay, silvicultural treatments, decay & wastage, integrated resource management objectives, harvest rates, and forest industry facilities. The appendix contains relevant sections of provincial forestry legislation.

This meeting was organized by Natural Resources Canada, Canadian Forest Service, Pacific Forestry Centre and funded through the Government of Canada Mountain Pine Beetle Initiative. Approximately 250 people representing the forest industry, consultants, universities, provincial and federal government agencies, First Nations, and the general public, from both Canada and the United States attended the meeting. Thirty presentations were given describing the current mountain pine beetle situation (in British Columbia, Alberta and the western United States) and its management and economic implications. Researchers presented the latest information on remote sensing, decision support systems, impacts on stand dynamics and wildlife, phytosanitary risks, climate change effects and preventive management as they relate to mountain pine beetle.

Book excerpt: In July 2006, more than 170 researchers and managers from the United States, Canada, and Mexico convened in Boulder, Colorado, to discuss the state of the science in environmental threat assessment. This two-volume general technical report compiles peer-reviewed papers that were among those presented during the 3-day conference. Papers are organized by four broad topical sections--Land, Air and Water, Fire, and Pests/Biota--and are divided into syntheses and case studies. Land topics include discussions of forest land conversion and soil quality as well as investigations of species' responses to climate change. Air and water topics include discussions of forest vulnerability to severe weather and storm damage modeling. Fire topics include discussions of wildland arson and wildfire risk management as well as how people precieve wildfire risk and uncertainty. Pests/biota topics include discussions of risk mapping and probabilistic risk assessments as well as investigations of individual threats, including the southern pine beetle and Phytophora alni. Ultimately, this publication will foster exchange and collaboration between those who develop knowledge and tools for threat assessment and those who are responsible for managing forests and rangelands.
