Book excerpt: Annotation Following the attacks of September 11, 2001, many federal agencies began restricting some of their publicly available geospatial data and information from such sources as the World Wide Web. As time passes, however, decisionmakers have begun to ask whether and how such information helps terrorists and other potential attackers to select U.S. homeland sites and prepare for attacks. Under the direction of the National Geospatial-Intelligence Agency, a team of RAND researchers sought to clarify how geospatial information can be exploited by attackers and what kinds of information might prove most valuable. After evaluating both the "supply" and "demand" of geospatial data and information and surveying hundreds of websites, the authors developed a framework of three steps-usefulness, uniqueness, and benefits and costs-for assessing the implications of making such information available. This book aims to assist decisionmakers tasked with the responsibility of choosing which geospatial information to make available and which to restrict. The authors also make general recommendations about how the federal government should communicate with public-and private-sector decisionmakers tasked with comparable assessments at more-local levels.

Book excerpt: The Science Data Buy (SDB), has been a success in supplying commercial remote sensing data that serves NASA science requirements, but plans for its continuation are uncertain. Although NASA has said that it will purchase science data when it is cost-effective to do so, rather than build new satellites, there is little guidance on determining cost effectiveness. This study was organized to examine public-private partnerships in remote sensing, metrics for evaluating such partnerships, the types of partnerships that might be most appropriate for NASA's Earth Science Enterprise, and options for the future of NASA's SDB. The authors caution that NASA needs to understand and choose what kind of buyer of private remote sensing data it wants to be before it develops specific cost-effectiveness metrics, and that it should clearly articulate the role of the SDB with respect to an overall strategy for Earth science research.
