Book excerpt: The purpose of this study is to examine how the use of data drives academic planning in rural Missouri schools by exploring and comparing the processes in two Missouri school districts. Previous research has identified the importance of this process in larger schools (Blink, 2005), as well as the need for examining, evaluating, and revising this process in all school districts that purport seeking to become true learning organizations (Jones, 2006; Learning Point, 2004; McIntire, 2002; Senge, et al., 2000). The following research questions were developed to guide the research. 1) In what ways do districts use data to inform decisions around curriculum and instruction for student learning? 2) What factors impede developing and implementing curriculum and instruction for student learning? 3) What factors facilitate developing and implementing curriculum and instruction for student learning? The comparative case study design was chosen so that information could be gathered in multiple research settings and compared for possible similarities, thus giving the researcher a better opportunity to identify significant characteristics and behaviors. The targeting of qualitative data being gathered allows for an increased flexibility of data acquisition leading to the identification of factors affecting the research questions (Cresswell, 1994). Comparative descriptive studies are better suited to provide the structure of such inquiry and to achieve the research goals of understanding how participants perceive the use of data and apply their interpretation to decision-making (Lauer, 2006). As all data were subjected to axial and open coding, five distinct themes became apparent. Although some interview responses and observations provided data that fell across more than one of these main themes, all data still fell in this framework. These themes were as follows: Resources, Curriculum Development, Assessment, External Requirements, and Leadership. Lack of adequate training was identified as an impediment to decision making, along with the shortage of time and funding. Teacher turnover in District # 1 was identified as an obstacle to the development of curriculum and instruction. Another impediment indicated by the data was the applicability of the administrative and teacher leadership styles to the final results in the classroom. Conclusions include 1) both districts actually exceed the federal and state mandates for the administration and analysis of standardized assessment instruments, 2) results of this data collection and analysis are communicated to the public and their representatives, 3) curriculum and instruction are revised per this process of analysis and communication, 4) three most prevalent impediments to developing and implementing curriculum and instruction for student learning all deal with resource allocation, and addressing these deficient allocations of resources has a positive effect on academic performance.

Determining whether a program is effective requires expertise in data collection, study design, and analysis. Not all project directors have this expertise—they tend to be primarily focused on working with schools, teachers, and students to undertake program activities. Collecting and obtaining student-level data may not be a routine part of the program. This book provides an overview of the process for evaluating a program. It is not a detailed methodological text but focuses on awareness of the process. What do program directors need to know about data and data analysis to plan an evaluation or to communicate with an evaluator? Examples focus on supporting college and career readiness programs. Readers can apply these processes to other studies that include a data collection component.

Book excerpt: A defining characteristic of current U.S. educational policy is the use of data to inform decisions about resource allocation, teacher hiring, and curriculum and instruction. Perhaps the biggest challenge to data-driven decision making (DDDM) is that data use alone does not automatically result in improved teaching and learning. Research indicates that translating raw data into useable information and actionable knowledge for teachers requires not only adequate technical and social supports, but also an awareness of how educators in real-world settings actually use information to make decisions. Yet, little is known about DDDM in higher education, in general, and how postsecondary faculty make sense of and use data in their instructional decision-making processes, in particular. In this paper, we use naturalistic decision-making theory to generate practice-based descriptions of how 59 STEM faculty at three large public research universities used data as part of their course planning. Interview transcripts and notes taken while observing planning meetings were analyzed using an inductive approach to content analysis. In practice, respondents used different types of data and other information obtained from, for example, student assessments, end-of-semester evaluations, and conversations with colleagues. Results indicate that faculty generally collect and analyze data in informal, ad hoc scenarios ungoverned by institutional policy. Exceptions include disciplines with accreditation pressures and team-taught courses where structured (and supported) opportunities exist for faculty to collect, analyze, and reflect upon data about student learning. Thus, while numeric data are clearly viewed by this population of faculty as the most rigorous, in practice, even those that use quantitative data also use other sources of information. These results suggest an opportunity for educational leaders to design policies and professional development initiatives that facilitate a more formal collection of and reflection on data by faculty. In pursuing such technical solutions, however, policymakers and educational leaders must carefully negotiate the tension between rigor and relevance, and learn from the challenges experienced in the K-12 sector regarding DDDM.
