South Africa’s forestry sector has sat—often controversially—at the crossroads of policy and scientific debates regarding water conservation, economic development, and biodiversity protection. Bennett and Kruger show how debates about the hydrological impact of exotic tree planting in South Africa shaped the development of modern scientific ideas and state policies relating to timber plantations, water conservation, invasive species control, and biodiversity management within South Africa as well as elsewhere in the world. Forestry and Water Conservation in South Africa shows how scientific research on the impact of exotic and native vegetation led to the development of a comprehensive national policy for conserving water, producing timber, and protecting indigenous species from invasive alien plants. Policies and laws relating to forests and water began to change in the late 1980s and early 1990s as a result of political and administrative changes within South Africa. This book suggests that the country’s contemporary policies towards timber plantations, guided by the National Water Act of 1998, need to be reconsidered in light of the authors’ findings. Bennett and Kruger also call for more interdisciplinary research and greater emphasis on integrated policies and management plans for forestry, invasive alien plants, water conservation, and biodiversity preservation.

Book excerpt: Forests and trees in Southern Africa's drylands provide a multitude of goods and services, ranging from timber and non-timber forest products (NTFPs) to carbon sequestration and the protection of watersheds and biodiversity. These benefits are threatened by high levels of deforestation and forest degradation, the direct causes of which include conversion of forested land for agricultural use and extraction of timber and NTFPs (notably for fuel wood and charcoal). Climate change and encroaching desertification add additional stressors in a region already under pressure. In the context of these very real pressures, the forestry sector is easily marginalised or even pitted against sectors such as water or agriculture. In reality, however, these sectors are intricately linked. This paper identifies the water-energy-food security (WEF) nexus as an appropriate conceptual lens through which to explore interdependencies among these sectors and forestry, in the context of climate change. Instead of a default adversarial position, it is argued that policymakers should first consider possible win-win solutions. Where trade-offs cannot be avoided, a nexus approach can provide a basis for negotiation and assist in minimising adverse outcomes.

Dry forest is defined as vegetation dominated by woody plants, primarily trees, the canopy of which covers more than 10 per cent of the ground surface, occurring in climates with a dry season of three months or more. This broad definition - wider than those used by many authors - incorporates vegetation types commonly termed woodland, shrubland, thicket, savanna, wooded grassland, as well as dry forest in its strict sense. The book provides a comparative analysis of management experiences from the different geographic regions, emphasizing the need to balance the utilization of dry forests and woodland products between current and future human needs. Further, the book explores the techniques and strategies that can be deployed to improve the management of African dry forests and woodlands for the benefit of all, but more importantly, the communities that live off these vegetation formations. Thus, the book lays a foundation for improving the management of dry forests and woodlands for the wide range of products and services they provide.
