There are, however, only few studies that ask how such an efficient bureaucracy was established. The main objective of this book is to close this gap by exploring the transformation of a rent-seeking bureaucracy into a modern Weberian administration in the Grand-Duchy of Baden during the first half of the 19th century. In doing so, the study asks how rules and regulations that governed employment dismissal, promotion and remuneration of bureaucrats shaped the latter’s incentives to commit to the public good and predictable decision making processes. The book provides a detailed case study of local bureaucrats, called district magistrates (Amtmänner) in the German state of Baden during the late 18th and the first half of the 19th century. District magistrates were a focal group since they managed daily administrative tasks and provided justice at the local level. Binding district magistrates’ decision making processes to clear-cut rules and making them more predictable was therefore a crucial complement to the technological and cultural changes that brought about the industrial revolution.

Book excerpt: ’Long live liberty, equality, fraternity and dynamite’ So went the traditional slogan of the radical liberals in Greater Swabia, the south-western part of modern Germany. This book investigates the development of what the author terms ’popular liberalism’ in this region, in order to present a more nuanced understanding of political and cultural patterns in Germany up to the early 1930s. In particular, the author offers an explanation for the success of National Socialism before 1933 in certain regions of South Germany, arguing that the radical liberal sub-culture was not subsumed by the Nazi Party, but instead changed its form of representation. Together with the famous völkish fraction and the leftist fraction within the chapters of the Nazi Party, there were radical-liberal associations, ex-members of radical-liberal parties, sympathizers with these parties, and notables with a radical orientation derived from family and regional traditions. These people and associations believed that the Nazi Party could fulfil their radical - liberal vision, rooted in the local democratic and liberal traditions which stretched from 1848 to the early 20th century. By looking afresh at the relationship between local-regional identities and national politics, this book makes a major contribution to the study of the roots of Nazism.

Book excerpt: Convinced that sexual immorality and unstable gender norms were endangering national recovery after World War One, German lawmakers drafted a constitution in 1919 legalizing the censorship of movies and pulp fiction, and prioritizing social rights over individual rights. These provisions enabled legislations to adopt two national censorship laws intended to regulate the movie industry and retail trade in pulp fiction. Both laws had their ideological origins in grass-roots anti-'trash' campaigns inspired by early encounters with commercial mass culture and Germany's federalist structure. Before the war, activists characterized censorship as a form of youth protection. Afterwards, they described it as a form of social welfare. Local activists and authorities enforcing the decisions of federal censors made censorship familiar and respectable even as these laws became a lightning rod for criticism of the young republic. Nazi leaders subsequently refashioned anti-'trash' rhetoric to justify the stringent censorship regime they imposed on Germany.

After his opening chapters on the political, social, and economic basis of town life, Mack Walker traces a painful process of decline that, while occasionally slowed or diverted, leads inexorably toward death and, in the twentieth century, transfiguration. Along the way, he addresses such topics as local government, corporate economies, and communal society.
