The period was a great time of prosperity and growth for the town in which the population boomed and its iconic Tower was opened to the public. In this short period of time there was the death of Queen Victoria and of King Edward VII, two Coronations and one Royal Visit. The people of Darwen were eager to celebrate royal occasions and commemorate them in various ways.

In testimony whereof we have subscribed our names this 25th day of September, 688. No signatures appear on this document. The grant of the Archbishop of Canterbury referred to above is probably explained by a document in the records of the Parish Church of Blackburn, dated May 28th, 1688, and headed: --" The Vicar of Blackburn desires to be resolved in these following particulars."
