Book excerpt: The Committee has continued to investigate the Darfur situation since its report in March 2005 (HC 67-I, 5th report of session 2004-05, ISBN 0215023420) and the Government's response (Cm. 6576, ISBN 0101657625). The reported decline in attacks is due, the Committee believes, to de facto ethnic cleansing having succeeded. The consequent increase in the number of people dependent upon humanitarian aid is a concern, especially as the ability of aid agencies to deliver assistance has been seriously affected by banditry and violence. The Committee finds that the Sudan government has not done enough to stop the violence, and should have sanctions imposed on it by the United Nations (UN) until it does so. It also questions the effectiveness of the African Union (AU) force trying to prevent the violence. Its funding is insufficient, and its manpower under strength. The UN Millennium Review Summit declared a responsibility to protect the civilians in Darfur, and the Committee feels that that responsibility should be adopted by all UN members, not just neighbouring African ones. It calls on the UK Government to take action to put resources in place, either through the UN or the AU, to ensure effective protection for people in Darfur.

He is responsible for ethnic violence against his own people; the instigation of two wars in Sudan; the removal of the democratically elected presidents of the two neighboring countries; involvement in war in the Democratic Republic of Congo; an international counterfeiting operation; and the theft of diamonds and property across the region. Deby commits crimes against humanity, subverts election law and his nation's constitution, and is greatly responsible for the Darfur and Central African Republic crises but has not been held responsible by the international community, and the French government in particular seems to trust him to protect its regional economic interests, regardless of the human cost. Deby's transgressions have until now received little attention, a humanitarian oversight remedied by this work.

In an unprecedented study, Nsia-Pepra has systematically and empirically documented the relationship between robust peacekeeping and civilian killings in violent civil wars using both statistical and case study models. His research, engagingly expounded upon in UN Robust Peacekeeping, indicates that robust peacekeeping works better than traditional peacekeeping in lowering civilian killings by spoilers in violent civil wars. His book also presents the concept of a formidable barrier model of robust peacekeeping success using the game theoretical model. It makes policy recommendations to enhance the UN's capacity to protect civilians from human rights violations, including a unified, coherent doctrinal definition for robust peacekeeping, an operational doctrine on the use of force, and improved UN intelligence capacity. Nsia-Pepra also suggests employing the GA 1950 Uniting for Peace Resolution as well as robust mandates, common training doctrine, pre-deployment training, improved UN intelligence capacity, major power participation, implementation of R2P and US objective global leadership.

Book excerpt: The fate of Sudan, by then the largest country in Africa, was clearly decided when results of the referendum vote were announced in February 2011. Policy makers, scholars and the international community began to grapple with critical issues that might arise after the independence of South Sudan and how different stakeholders were likely to react during the period of uncertainty. Political developments in Sudan were long-term outcomes of post-cold war revolutions in the world system after the Soviet Union collapsed. A domino effect of such events swept across Eastern Europe with some manifestations in the Horn of Africa. The fall of Mengistu Haile Mariam, marked the beginning of the redrawing of the map of Africa and posed a challenge to the long held principle of preservation of colonial borders that had been enshrined in the Charter of the Organisation of African Unity. The precedent set by the independence of Eritrea seemed to encourage southern Sudan to press forward for independence through a two pronged approach of armed struggle and diplomacy led by the Sudan People's Liberation Army/Movement. This book attempts to understand national, regional and continental dimensions of the unresolved issues that could result in the escalation of conflict in the Sudan. It examines internal dynamics of the Sudan after secession of the south and how these dynamics might affect neighbouring countries in the geopolitical regions: the Horn of Africa, the Great Lakes Region and Central Africa. A section of the book is dedicated to dynamics within South Sudan as a new state. Post-conflict South Sudan as country was marked by extreme poverty, lack of infrastructure and prevalence of inter-communal armed violence. This book proposes possible policies to prevent the country from descending into a state of economic and social chaos. The book provides the argument that equitable and rational transformative socio-economic programmes and policies could greatly reduce potentials for conflict. This book calls on policy makers to pursue policies that could lead to concrete projects planned to alleviate poverty and provision of basic social services such as education, health, and safe water. The book comes to the conclusion that political stability will depend on collective actions of stakeholders to ensure that peace prevails both in the north and the south to guarantee human security in the region.

The book traces evolution in international norms regarding state sovereignty and human rights that led to the articulation of 'Responsibility to Protect' and its subsequent adoption by the international community in 2005. It provides an understanding of the complex nature of the Darfur crises, in a way that was seriously lacking in media coverage. The authors also analyze the affects media coverage of the crisis had on the world's reaction, particularly in the U.S. Specifically it looks at television coverage of the crisis, and the newspaper coverage, particularly through The New York Times. Finally, the authors ask if 'Responsibility to Protect' was helpful in Darfur, and if it will be in the future for other countries.
