Book excerpt: Day care programs in the Scandinavian countries have been viewed as exemplary models to transfer to Canada and the United States. This publication, which provides an overview of day care in Denmark, Sweden and Norway, discusses conditions, facts, and programs contributing to the widespread acclaim. It is pointed out that day care in Denmark is an integral part of the child policy of the nation; staff are exceptionally well prepared; facilities are excellent; activities made available to children are varied and stimulating; parental involvement is strongly encouraged; and vacations away from the day care institution are arranged for all children. In Sweden, public debate over day care is no longer concerned with whether it should or should not be provided, but rather with the question of "what constitutes good day care." It is hoped that public debate of this question will contribute to the reduction of social and economic segregation in housing. Of the three countries, Norway appears to have the most eclectic and decentralized approach to providing day care. The Norwegian policy toward day care is not situated in the context of a social welfare policy, but is an important component of national policy on the family. (RH)

Introductory comments suggest that advanced industrialized countries have almost unanimously elected universal but voluntary preschool for children for various stated purposes. The report next focuses on six countries whose experiences are most relevant to the United States, providing an overview of child care coverage and options, administration, costs, educational philosophy, staffing, and family support services. Detailed profiles of specific schools, programs, or initiatives are also included. Highlighted findings include the following: (1) Denmark has the highest coverage of child care provision for children under age 3 in Western Europe, combining center care and family day care of high quality; (2) in France, services for children under age 3 are under health auspices, while its preschool program service for children aged 2 to 5 years is under education auspices, and family support services are emerging out of this base as a universal program; (3) Italy has almost all of its 3- to 5-year-olds enrolled in preschool, but has only limited coverage for children under age 3; (4) Finland and Sweden, in systems covering all children to age 7, have pioneered parental at-home options for infant care, while also legislating a right to a guaranteed child care place; and (5) England has the smallest proportion of very young children in out-of-home child care. Book excerpt: Almost 5.5 million young children with working mothers spend more time in family child care (FCC) than any other form of care in the U.S. FCC providers play a critical role in child development for infants and toddlers. Yet, research on FCC is lacking, particularly on providers, despite the national child care crisis. To fill this gap, my dissertation is the first in-depth study of providers' role in FCC on the individual, local, and state level in Wisconsin. I argue that since providers care for young children, the future of society, a universal care system that supports providers as professionals can have transformative effects on society as a whole. My dissertation builds on my year-long field study of Denmark's universal child care system. There, I identified numerous factors that Wisconsin could adopt to improve its FCC's quality, equity, and accessibility. I utilize this research with years of facilitating interviews, workshops, and seminars with providers, as well as my first-hand experience as a provider. To argue that FCC is a profession with its own pedagogy and practice, I compare the policies, practices, organization, and theories of my experience as a FCC provider in Wisconsin and Denmark using an autoethnographic lens along with ethnographic interviews. With my connections to child advocacy and policy organizations, my research is intended to improve the care that families receive and ensure that the providers receive care as well. This research is the foundation of a more just and equitable FCC system in Wisconsin.
