Book excerpt: Iowa Counties have been experiencing significant tort claim liability due to the signing of local roads. One such problem is relative to the real or alleged need for signing at uncontrolled intersections of local roads. It has been assumed that the standard CROSS ROAD sign, which calls for a yellow diamond with a black cross, was sufficient to provide the necessary warning that a driver may be approaching an intersection which requires special precautionary driving attention. However, it is possible that this sign on a through highway might conflict with the legal status of the local county road. In light of this situation, it seemed worthwhile to know the extent to which uncontrolled local road intersections were perceived as a potential liability problem; the degree to which the standard CROSS ROAD sign communicated to the driver the message a county engineer wanted at these local road intersections; and whether there were any better signing alternatives available to communicate this hazard to the driver in this situation.

Book excerpt: With pedestrian crashes and fatalities on the rise across both Austin and in the United States, research on understanding the root causes of this increase is a pressing need. As low-income people and people of color are disproportionately affected by pedestrian crashes and fatalities, addressing the underlying social equity issues are often relevant when considering countermeasures to reduce the rates of pedestrian crashes. Using Austin, Texas as the backdrop, this professional report examines the existing literature on pedestrian safety with a social equity component, how the socioeconomic changes around Austin complicate these matters and then evaluates Austin’s most dangerous intersections and corridors for pedestrians to make treatment recommendations based on benefit-cost analyses that complement Austin’s 2018 Pedestrian Safety Action Plan. Crash data from the Texas Department of Transportation’s Crash Records Interface System (TxDOT CRIS) was used to evaluate the 10 most dangerous intersections and corridors in Austin, which are principally located in lower-income communities and communities of color. Recommendations to policymakers include addressing pedestrian safety in the broader context of anti-displacement issues and forming community partnerships with leaders who have ‘buy-in’ from the communities that are impacted to get the most representative sample possible of feedback on proposed countermeasures.

Book excerpt: Transcending Intersections (TI) is an evidence-based assessment and improvement project that aims to improve the pedestrian safety at the intersection of Broad St. & Olney Ave.; Philadelphia's 5th most dangerous pedestrian intersection. This study utilizes and implements components of Vision Zero, a comprehensive set of Swedish transportation policies defined by public health principles. Transportation-related crashes kill approximately 30,000 Americans per year. In Philadelphia, the rate of pedestrian fatality increased 15% between 2009-2013. This risk disproportionately affects pedestrian populations in low-SES, non-white neighborhoods. To assess and address a high-priority area of this burden, this project utilizes a sequential mixed-methods approach that 1) communicates preexisting quantitative data from municipal and local NGO sources and 2) collects and communicates qualitative narratives and observations of intersection users. Upon integrating these data, comparable Vision Zero-based intersection design improvements will be researched and suggested for the intersection. The future of this intersection relies upon the action of local NGOs this report will be disseminated to. The Vision Zero Team of the Bicycle Coalition of Greater Philadelphia is responsible for using project's findings to compel City Council to fund either i) a temporary intersection improvement pilot using a portion of the City's $250,000 Vision Zero fund in the budget and/or ii) create a permanent long-term high-investment TAP (Transportation Alternatives Project) for the intersection from a $2.7 million grant from the Delaware Valley Regional Planning Commission (DVRPC). The DVRPC will use this project's methods and guidelines as a reference for a future project that aims to do a scaled-up version of TI that will qualitatively assess the safety of multiple high-priority pedestrian intersections across their 9-county service area.

Book excerpt: The purposes of this project were to review and evaluate Virginia's traffic laws related to pedestrians, compare provisions of the Code of Virginia with those of the statutes of other states and the Uniform Vehicle Code, and, if appropriate, propose amendments, additions, or deletions to the Code of Virginia which would enhance safe walking in the Commonwealth. The study was carried out with the advice and assistance of an advisory panel composed of representatives of federal, state, and local governmental agencies, various organizations concerned with the promotion of safe walking as recreation or mobility, the National Committee on Uniform Traffic Laws and Ordinances, and the Tidewater Automobile Association of Virginia. Several general problem areas, in both the context of fatalities and injuries and the Code itself, were identified. The research revealed that there are more injuries to pedestrians in urban areas but more fatalities in rural areas, and that most of those killed and injured are over the age of 15. In addition, it was found that the three most dangerous situations for the pedestrian are crossing at locations other than an intersection, crossing at non-signalized intersections, and walking in the roadway in the direction of traffic. Also, while crashes involving pedestrians with visual handicaps do not constitute a large percentage of the total, they do warrant special attention. Finally, provisions of the state code are not sufficiently protective of the pedestrian's rights nor definitive of the pedestrian's duties to provide for a safe walking environment. A number of suggestions, for revisions to the Code are made to clarify the actions required of pedestrians and motorists at intersections, and pedestrians walking along the highway, crossing roadways at points other than intersections, working in the roadway or upon the highway, playing in the roadway, and responding to emergency, bridge, or railroad signals.

Between 2014 and 2016, 27 percent of pedestrians and 38 percent of bicyclists killed in crashes were struck at intersections. The TRB National Cooperative Highway Research Program's NCHRP Research Report 926: Guidance to Improve Pedestrian and Bicyclist Safety at Intersections provides a succinct process for selecting intersection designs and operational treatments that provide safety benefits for pedestrians and bicyclists, and the most appropriate situation for their application. In 2016 and 2017, pedestrians and bicyclists made up 18 percent of all fatalities on U.S. streets, despite representing less than 4 percent of all trips. This continues an upward trend in these modes' share of roadway fatalities since 2007.
