Book excerpt: The purpose of this document is to provide information useful to States as they plan, design, operate, and manage HOV facilities. It is intended to be non-binding and should be construed as a rule of general applicability. This document provides examples for States to follow in evaluating proposed significant changes to the operation of an HOV lane, to include conversion of an HOV lane to a High Occupancy Toll (HOT) lane. The FHWA supports HOV lanes as a cost-effective and environmentally friendly option to help move people along congested urban and suburban routes. As such, FHWA regulations at 23 C.F.R. 810.102 specifically provide that HOV lanes are eligible for Federal-aid participation. In locations where existing or anticipated excess HOV lane capacity is available, conversion to a HOT lane facility is encouraged as a way to increase throughput and to provide additional travel options for drivers. As part of an overall approach to respond to increased travel demand and address traffic congestion, HOV and HOT lanes can be a practical alternative to adding more general-purpose travel lanes. The FHWA encourages the implementation of HOV or HOT lanes as an important part of an area-wide approach to help metropolitan areas address their requirements for improved mobility, safety, and productivity, while also being sensitive to environmental and quality of life issues.

Book excerpt: This report documents a study conducted to assess and test promising technologies for HOV lane enforcement. After a qualitative assessment of video, automatic vehicle identification, and infrared machine vision technologies, the study was suspended because no preferred infrared technology was available for testing. The study was resumed when a vendor demonstrated promising video technology. The highoccupancy vehicle enforcement and review (HOVER) system was then developed for an operational test on the East R.L. Thornton (I-30) contraflow HOV lane in Dallas, Texas. The results of the operational test indicated that the HOVER system, in its current state, could support a program that mails HOV information to suspected violators (similar to the HERO program). The study's limited budget prevented several improvements that could improve the capabilities of the HOVER system. With several enhancements to the system (e.g., improved license plate recognition and "whitelist" license plate database, etc.), the HOVER system could be used to perform enforcement screening. Significant enhancements to the system (e.g., high-quality video cameras and additional camera views, improved video signal transmission, improved license plate capture and recognition, etc.) could enable its use for HOV ticket-by-mail programs, although enabling legislation does not currently exist in Texas. The author recommends implementation of these enhancements and further testing to determine future system potential.

Book excerpt: Limited capital investment for major transportation improvements and growth in metropolitan areas require the most efficient use of the existing transportation system. One means to achieve this is high-occupancy vehicle (HOV) lanes. While an extensive system of permanent HOV lanes is planned for the Dallas-Fort Worth urbanized area, the Texas Department of Transportation (TxDOT) and Dallas Area Rapid Transit (DART) have pursued and continue to pursue short-term or interim HOV lane projects that would enhance public transportation and overall mobility. There are currently 57 km (35.4 mi) of interim HOV lanes operationalin the Dallas area, including a barrier separated contraflow lane on I-30 (East R.L. Thornton Freeway) and buffer-separated concurrent flow HOV lanes on I-35E North (Stemmons Freeway) and I-635 (Lyndon B. Johnson Freeway). The objective of this research is to investigate the operational effectiveness of the new concurrent flow HOV lanes in the Dallas area, as well as to assess the effectiveness of concurrent flow (buffer-separated) versus contraflow (barrier-separated) HOV lanes. Issues such as person movement, carpool formation, travel time savings, violation rates, and project cost effectiveness are addressed.
