Book excerpt: La ville a un rôle primordial à jouer en matière de développement durable car son territoire est soumis à des évolutions qui risquent de compromettre gravement les équilibres économiques, écologiques et sociaux. Il est nécessaire aujourd ui de trouver des solutions pour diminuer l mpreinte écologique de la ville sur l nvironnement. Le retour du bois dans le milieu urbain s vère donc judicieux. Le bois est une matière première qui se régénère. Il pousse à nos portes, se renouvelle sans cesse et sa transformation demande moins d ́nergie que d utres matériaux. Cela permet d ́pargner les énergies fossiles et de diminuer les émissions de CO2. C st dans le domaine de la construction et de l ́nergie que se situent les potentiels les plus importants d tilisations du bois. En Suisse, où les forêts sont actuellement sous-exploitées, les démarches en faveur de l mploi du bois répondent à des attentes non seulement écologiques, mais aussi économiques et sociales. Loin de l mage nostalgique du chalet et du fourneau de nos grand-mères, ce matériau apparaît à présent comme résolument moderne et se dresse en concurrent sérieux face au béton, à l cier et au pétrole. Le cas de Lausanne est particulièrement intéressant car, à travers son Agenda 21, elle a réussi à mettre en place un véritable programme d ction permettant la revalorisation du bois local. Le but de ce travail est de voir en quoi la valorisation des forêts lausannoises et la réhabilitation du bois en ville, comme matériau de construction et source d ́nergie, constituent une stratégie efficace dans la quête d n développement urbain durable.

Cette publication propose aussi un nouveau cadre d'analyse fondé sur la combinaison des politiques publiques et des droits de propriété permettant de dégager des pistes pour mieux gérer les ressources environnementales. C st dans ce contexte qu pparaît la notion de développement durable, qui vise à terme, à un équilibre entre les dimensions économique, environnementale et sociale. Il s git d ne nouvelle approche pour observer le développement du territoire. Le développement durable vise à intégrer les différentes politiques sectorielles de la ville afin de parvenir à une durabilité urbaine. Pour instaurer cette dimension transversale, les programmes de développement urbain durable fonctionnent comme des vecteurs de transmission. Ils permettent également de sensibiliser et d nformer les différents acteurs de la société, et de les intégrer dans ces processus qui se veulent participatifs. C st dans ce contexte que se situe notre travail, dont l bjectif est de comparer deux démarches de développement urbain durable, l genda 21 local et la Cité de l ́nergie, afin de déterminer dans quelle mesure elles peuvent être considérées comme complémentaires. Il s git de déterminer si un rapprochement entre les démarches d genda 21 local et de Cité de l ́nergie permet de renforcer le développement durable et les échanges entre les capitaux, ainsi que la notion de transversalité. Les programmes d ctions présentent des différences et des similitudes en ce qui concerne leur domaine d ctivité ou les acteurs impliqués. Nous observons également en quoi cela permet renforcer la communication.

Book excerpt: This book provides a comprehensive understanding of environmental regionalism at the international level, analyzing the concept and identifying recurring patterns from six in-depth case studies. While ecoregions or environmental regions are defined on ecological boundaries rather than administrative criteria, ecoregionalism is the idea that regional dynamics should cluster around ecoregions, while ecoregionalization is the tendency of regional dynamics to cluster around ecoregions. Focusing on the international level, this book presents six cases of ecoregional processes from around the world and the regional environmental agreements: two are terrestrial, the Alps and the Andes; two are marine, the Mediterranean Sea and the Baltic Sea; two are related to freshwater ecosystems: the Amu Darya in Central Asia and the Great Lakes in North America. The book analyzes both ecoregional processes focused on the environment, as well as intersectoral ecoregional processes. The case studies are analyzed based on the ecoregional governance framework, developed by the author for this book. Despite the diversity of context, the similarity of the governance system of the six cases is striking. Several recurring patterns have been identified, which may also extend to the subnational level. They are not design principles, but may be taken into consideration for the design or redesign of current and future regional environmental agreements and processes. This book will be of great interest to students and scholars of environmental politics, natural resource management, spatial planning and international relations.
