Governments of migrant-sending countries are working to attract both the talents and resources of emigrants and their descendants while governments of aid-sending countries hope to improve the outcomes of development assistance by engaging the talents and expertise of diasporas. Independently of governments, many diaspora groups or individuals recognize profitable opportunities in their homelands or contribute their time, talents, and resources to improving the quality of life there. This volume examines the development impact of diasporas in six critical areas: entrepreneurship, capital markets, "nostalgia" trade and "heritage" tourism, philanthropy, volunteerism, and advocacy. It is the result of research commissioned by the U.S. Agency for International Development's Office of Poverty Reduction, Diaspora Networks Alliance. This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. Book excerpt: Audacious Reforms examines the creation of new political institutions in three Latin American countries: direct elections for governors and mayors in Venezuela, radical municipalization in Bolivia, and direct election of the mayor of Buenos Aires in Argentina. Diverging from the usual incremental processes of political change, these cases marked a significant departure from traditional centralized governments. Such "audacious reforms," explains Merilee S. Grindle, reinvent the ways in which public problems are manifested and resolved, the ways in which political actors calculate the costs and benefits of their activities, and the ways in which social groups relate to the political process. Grindle considers three central questions: Why would rational politicians choose to give up power? What accounts for the selection of some institutions rather than others? And how does the introduction of new institutions alter the nature of political actions? The case studies of Venezuela, Bolivia, and Argentina demonstrate that institutional invention must be understood from theoretical perspectives that stretch beyond immediate concerns about electoral gains and political support building. Broader theoretical perspectives on the definition of nation and state, the nature of political contests, the legitimacy of political systems, and the role of elites all must be considered. While past conflicts are not erased by reforms, in the new order there is often greater potential for more responsible, accountable, and democratic government.
