Book excerpt: The climate change problem can only be effectively dealt with if global anthropogenic greenhouse gas (GHG) emissions can be reduced substantially. Since the emission of such gases is closely related to the economic growth of countries, a critical problem to be addressed by the United Nations Framework Convention on Climate Change (FCCC) is: how will the permissible emission levels be shared between industrialised (ICs) and developing countries (DCs)? The thesis of this book is that the long-term effectiveness of the FCCC runs the risk of a horizontal negotiation deadlock between countries and the risk of vertical standstill within countries if there is little domestic support for the domestic implementation of measures being announced in international negotiations. The research question is: Can one observe trends towards horizontal deadlock and vertical standstill and if yes, how can the treaty design be improved so as to avoid such potential future bottlenecks? The research focuses on the perspectives of domestic actors on the climate convention and related issues in four developing countries: India, Indonesia, Kenya and Brazil. The following key findings emerge from the research: 1. Handicapped negotiating power: The common theme of the foreign policy of DCs is that ICs are responsible for the bulk of the GHG emissions and need to take appropriate domestic action.

Book excerpt: This volume offers a selection of papers presented during the 14th International Conference on the History of the Language Sciences (ICHoLS XIV, Paris, 2017). Part I brings together studies dealing with descriptive concepts. First examined is the notion of “accidens” in Latin grammar and its Greek counterparts. Other papers address questions with a strong echo in today’s linguistics: localism and its revival in recent semantics and syntax, the origin of the term “polysemy” and its adoption through Bréal, and the difficulties attending the description of prefabs, idioms and other “fixed expressions”. This first part also includes studies dealing with representations of linguistic phenomena, whether these concern the treatment of local varieties (so-called patois) in French research, or the import and epistemological function of spatial representations in descriptions of linguistic time. Or again, now taking the word “representation” literally, the visual display of grammatical relations, in the form of the first syntactic diagrams. Part II presents case studies which involve wider concerns, of a social nature: the “from below” approach to the history of Chinese Pidgin English underlines the social roles of speakers and the diversity of speech situations, while the scrutiny of Lhomond’s Latin and French textbooks demonstrates the interplay of pedagogical practice, cross-linguistic comparison and descriptive innovation. An overview of early descriptions of Central Australian languages reveals a whole spectrum of humanist to positivist and antihumanist stances during the colonial age. An overarching framework is also at play in the anthropological perspective championed by Meillet, whose socially and culturally oriented semantics is shown to live on in Benveniste. The volume ends with a paper on Trần Đức Thảo, whose work is an original synthesis between phenomenology and Marxist semiology, wielded against the “idealistic” doctrine of Saussure.

In this book, Ian Hutchby explores the impact these technologies have on our attempts to communicate. Focusing on four examples - telephones, computerized expert systems at work, speech-based systems dealing with enquiries from the public, and multi-user spaces on the Internet - Hutchby asks: are we increasingly technologized conversationalists, or is technology increasingly conversationalized? Conversation and Technology draws on recent theory and empirical research in conversation analysis, ethnomethodology and the social construction of technology. In novel contributions to each of these areas, Hutchby argues that the ways in which we interact can be profoundly shaped by technological media, while at the same time we ourselves are shapers of both the cultural and interactional properties of these technologies. The book begins by examining a variety of theoretical perspectives on this issue. If it no longer existed, there would be no governments of any kind, by virtue of the admirable fact that crime in general and murder in particular are not only their excuse, but their only reason for being. I know no better culture medium than law.” Someone protested. “Here, here!” asked the savant, “aren't we alone, and speaking frankly?” “Please!” said the host, “let us profit thoroughly by the only occasion when we are free to express our personal ideas, for both I, in my books, and you in your turn, may present only lies to the public.” The scientist settled himself once more among the cushions of his armchair, stretched his legs, which were numb from being crossed too long and, his head thrown back, his arms hanging and his stomach soothed by good digestion, puffed smoke−rings at the ceiling: “Besides,” he continued, “murder is largely self−propagating.
