Through civil disobedience in the midst of daily life, people are trying to resist, work against, and change laws that protect the interests of firms and corporations considered socially or ecologically unfair.

Book excerpt: For the time being African philosophy is treated regularly in research and in teaching at two European scientific institutions: at the University of Vienna and at Erasmus University Rotterdam. In October 1993 there have been held two conferences of Western and African philosophers at both universities. Eleven African and nine Western scholars participated as speakers in these conferences. Four African speakers gave lectures at the Vienna and at the Rotterdam conference. The Vienna conference dealt with general questions of postcolonial philosophy in Africa. The conference at Rotterdam focused on the processes of democratization in African countries since 1989. This volume contains the papers of both conferences. En ce moment la philosophie Africaine est traité regulièrement dans les recherches et dans l'enseignement à deux instituts scientifiques Européens: à l'Université de Vienne et à l'Université Erasme de Rotterdam. En Octobre 1993 deux conférences de philosophes Occidentals et Africains ont été organisé aux deux universités. Onze savants Africans et neuf savants Occidentals ont participé à ces deux conférences. Quatre savants Africains ont présenté des communications à tous les deux conférences de Vienne et de Rotterdam. Book excerpt: Questioning the boundaries between politics and economics Jean-Louis Laville’s large body of work has focused on an intellectual history of the concept of solidarity since the Industrial Revolution. In The Solidarity Economy, his most famous distillation of this work, Laville establishes how the formations of economic solidarities (unions, activism, and other forms of associationalism) reveal that the boundaries between politics and economics are porous and structured such that politics, ideally a pure expression of ethics and values, is instead integrated with economic concerns. Exploring the possibilities and long histories of association, The Solidarity Economy identifies the power of contemporary social and solidarity movements and examines the history of postcapitalist practices in which democratic demands invade the heart of the economy. The Solidarity Economy ranges in focus from workers associations in France dating back to the nineteenth century, to associations of African Americans and feminists in the United States in the late nineteenth and early twentieth centuries, to a Brazilian landless-worker coalition in the twentieth century. Studying solidarity associations over time allows us to examine how we can recombine the economic and political spheres to address dependencies and inequalities. Ultimately, The Solidarity Economy has global scope and inspiring examples of associations that deepen democracy.

It shows that dynamics internal to African state structures largely explain this failure to overcome economic difficulties rather than external pressures on these same structures as is often argued. Far from being prevented from undertaking reforms by societal interest and pressure groups, clientelism within the state elite, ideological factors and low state capacity have resulted in some limited reform, but much prevarication and manipulation of the reform process, by governments which do not really believe that reform will be effective, which often oppose reforms because they would undercut the patronage and rent-seeking practices which undergird political authority, and which lack the administrative and technical capacity to implement much reform. Over time, state decay has increased.

As global security and human security became prominent in development policy, Congo was wracked by violent rule, pillage, internal fighting, and invasion. In 2002, the Global and All-Inclusive Peace was promoted by northern donors, placing a formal peace on the mass of informalised wars. Formal Peace and Informal War: Security and Development in Congo examines how the security interests of the Congolese population have interacted with those of northern donors. It explores Congo’s contemporary wars and the peace agreed on in 2002 from a security perspective and challenges the asserted commonality of the liberal interventions made by northern donors. It finds that the peace framed the multiple conflicts in Congo as a civil war and engineered a power-sharing agreement between elite belligerents. The book argues that the population were politically and economically excluded from the peace and have been subjected to control and containment when their security rests with power and freedom.

Book excerpt: If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.
