Book excerpt: This book provides the first cross-regional study of an increasingly important form of politics: coalitional presidentialism. Drawing on original research of minority presidents in the democratising and hybrid regimes of Armenia, Benin, Brazil, Chile, Ecuador, Kenya, Malawi, Russia, and Ukraine, it seeks to understand how presidents who lack single party legislative majorities build and manage cross-party support in legislative assemblies. It develops a framework for analysing this phenomenon, and blends data from MP surveys, detailed case studies, and wider legislative and political contexts, to analyse systematically the tools that presidents deploy to manage their coalitions. The authors focus on five key legislative, cabinet, partisan, budget, and informal (exchange of favours) tools that are utilised by minority presidents. They contend that these constitute the 'toolbox' for coalition management, and argue that minority presidents will act with imperfect or incomplete information to deploy tools that provide the highest return of political support with the lowest expenditure of political capital. In developing this analysis, the book assembles a set of concepts, definitions, indicators, analytical frameworks, and propositions that establish the main parameters of coalitional presidentialism. In this way, Coalitional Presidentialism in Comparative Perspective provides crucial insights into this mode of governance. Book excerpt: Marion Reiser, Everhard Holtmann Local independent lists as political actors are a common phenomenon on the local level in many European countries – in established Western democracies as well as in the ‘new’ democracies in Central and Eastern Europe. In some West European countries, these non-partisan groups have been an established and stable element in the local political system for decades. Ty- cally, they understand themselves as protectors of a harmonious factual political style. In their opinion, good local politics is not compatible with party politics so they consequently perceive themselves as non-parties. During the last two d- ades, presence and success of local lists have steadily increased in these co- tries. Furthermore, during the last years local lists emerged also in countries which had been formerly fully party-politicised on the local level. Explanations offered for these developments are often based on the observation of a general decline of trust in established parties and politicians. Hence, it has been argued that the disenchantment with political parties is a fertile ground for local lists. For the Central and East European countries, this argument can be - ployed only to a certain extent. Local lists established themselves in the early 1990’s as important actors on the local level especially due to a lack of party organisation in the process of democratic consolidation.

While most neighbouring states have gone through violent conflicts, Tanzania has managed to implement extensive reforms without armed political conflicts, Hence, Tanzania is an interesting case for Peace and Development research. This dissertation analyses the political development in Tanzania since the introduction of the multiparty system in 1992, with a focus on the challenges for the democratisation process in connection with the 2000 and 2005 elections. The question of to what extent Tanzania had moved towards a consolidation of democracy, is analysed by looking at nine different institutions of importance for democratisation grouped in four spheres: the state, the political, civil and economic society. Focus is on the development of the political society, and the role of the opposition in particular. The analysis is based on secondary and primary material collected between September 2000 to April 2010. The main conclusion is that even if the institutions of liberal democracy have gradually developed, in practice single-party rule has continued, manifested in the 2005 election when the CCM won 92% of seats. Despite impressive economic growth, poverty remains deep and has not been substantially reduced. On a theoretical level this brings the old debate between liberal and substantive democracy back to the fore. Neither the economic nor the political reforms have brought about a transformation of the political and economic system resulting in the poor majority gaining substantially more political influence and improved economic conditions. Hence, it is argued that the interface between the economic, political and administrative reforms has not been sufficiently considered in the liberal democratic tradition. Liberal democracy is necessary for a democratic development, but not sufficient for democracy to be consolidated. For that a substantive democratic development is necessary.
