Book excerpt: La qualité de l'enseignement supérieur en Afrique est une notion très évoquée, pour en relever la dégradation, ou la nécessité d'en voir pourvus les institutions et systèmes d'enseignement.Pourtant le cadre de la transposition du processus de Bologne interroge quant au contenu et à la pertinence de cette notion dans nos pays.Au plan théorique, en rappelant l'importance de l'enseignement supérieur dans le développement socio-économique, puis le contexte de création du processus de Bologne, ainsi que l'analyse de ses principaux textes, nous avons souligné les conditions de déroulement de la transposition du processus de Bologne dans l'enseignement supérieur. Nous terminons cette partie en disséquant l'aspect de la qualité dans l'enseignement supérieur, ainsi que son évaluation en Europe et dans le monde.Dans cette étude, en approchant les acteurs de l'enseignement supérieur, par les méthodes d'entretien et de questionnaires, nous tentons de mettre en lumière la notion de la qualité et son évaluation selon le point de vue de ceux-ci. Ce sont principalement les universités publiques et l'INP-HB qui ont constitué notre terrain d'étude.Les résultats de l'étude nous montrent une qualité de l'enseignement supérieur, en particulier avec les intrants (compétences des enseignants, infrastructures et équipements) comme principales caractéristiques mais également l'insertion professionnelle et l'employabilité, marqueurs de cette qualité.

Book excerpt: This book analyzes the reforms that led to a differentiated landscape of higher education systems after university practices and governance were considered poorly adapted to contemporary settings and to their new missions. This has led to a growing institutional differentiation in many higher education systems. This differentiation has certainly contributed to making the institutional landscape more diverse across and within higher education systems. This book covers this diversity. Each part corresponds to a different but complementary way of looking at reforms and highlights what can be learnt on specific cases by adopting a specific perspective. The first part analyzes the ongoing reforms and their evolution, identifies their internal contradictions, as well as the redefinitions and reorientations they experience, and reveals the ideas, representations, ideologies and theories on which they are built. The second part includes comparison between countries but also other comparative perspectives such as how one reform is developed in different regions of the same country, as well as how comparable reforms are declined to different sectors. The last part addresses the impact of the reforms. What is known about the effectiveness of such instruments on higher education systems? This part shows that reforms provoke new power games and reconfigure power relations.

This can be seen not only in professionalisation in fields such as faculty management or in areas of quality assurance and internationalisation, but also in the need for exchange and training in academic leadership, such as that of deans or study deans, or of university leadership in general. The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses. Not only is the programme supporting capacity building of human resources, but it is also specifically focusing on inducing change within the universities, such as introducing new instruments or tools in the area of quality assurance and internationalisation, and addressing specific challenges or setting up new structures in the form of projects in the frame of the training. The ‘National Multiplication Trainings’ Programme under DIES is further addressing the sustainability and multiplication of the DIES Programme, that is, alumni are enabled to implement capacity building in higher education leadership and management in their national context. The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. Book excerpt: Scholars in the Marketplace is a case study of market-based reforms at Uganda's Makerere University. With the World Bank heralding neoliberal reform at Makerere as the model for the transformation of higher education in Africa, it has implications for the whole continent. At the global level, the Makerere case exemplifies the fate of public universities in a market-oriented and capital friendly era. The Makerere reform began in the 1990s and was based on the premise that higher education is more of a private than a public good. Instead of pitting the public against the private, and the state against the market, this book shifts the terms of the debate toward a third alternative than explores different relations between the two. The book distinguishes between privatisation and commercialisation, two processes that drove the Makerere reform. It argues that whereas privatisation (the entry of privately sponsored students) is compatible with a public university where priorities are publicly set, commercialisation (financial and administrative autonomy for each faculty to design a market-responsive curriculum) inevitably leads to a market determination of priorities in a public university. The book warns against commercialisation of public universities as the subversion of public institutions for private purposes.
