Book excerpt: Although privatization has exerted a stronghold over economic policy, several countries have cycled back and forth between privatization and nationalization. In several Latin American countries, governments have conducted a round of privatization followed by expropriation and nationalization. By contrast, in the United Kingdom, privatization- nationalization cycles are less common, and private property rights are more likely to remain entrenched. This Article analyzes privatization and nationalization -- and by extension, private property rights -- from a comparative constitutional perspective. Through analyzing rounds of privatizations in three countries -- Argentina, Mexico, and the U.K. -- this Article argues that two constitutional mechanisms impact the privatization-nationalization cycle: executive power and legislative entrenchment. Large grants of executive power and a lack of legislative entrenchment can allow governments to swiftly alter private property rights, shifting economic regimes from privatization to nationalization. Thus, this Article suggests that privatizing nations curb executive power and entrench legislation to advance private property rights. By establishing constitutional safeguards on executive and legislative power, privatizing governments are more likely to promote private property rights, entrench privatization, and foster economic development in their countries.

In this article, we explain the basic methodology employed in constructing the index and summarize the study's findings. Many factors influence the degree of economic freedom. Although no single statistic can capture all of them and their interrelations fully, the index presented here captures most of the important elements and provides a reasonably good measure of cross-country differences in economic freedom. The identification of these differences has been useful for researchers interested in the relationship between economic freedom and other economic variables such as income, economic growth, income equity, and environmental quality. To date, dozens of scholarly articles and hundreds of policy and journalistic reports have made use of the index.

Book excerpt: Using a database of up to 62 variables for 196 countries over 57 years, a hyperinflation cycle has been characterized to propose a broader setting of stylized facts. Beyond the usual facts, the findings in this paper contribute to the literature of modern hyperinflations in that these cycles occur in contexts where there are (i) depressed economic freedoms, (ii) deteriorated socioeconomic conditions and rule of law, as well as (iii) high levels of domestic conflictivity and government instability. Despite social infraestructure factors improve during stabilization, they keep being substantially lower than the respresentative non-hyperinflation country, suggesting an important role for them in the occurrence of modern hypeinflations. Finally, the role of international financial assistance in stabilization was studied, noting that (i) a clear majority of hyperinflation countries used it, further improving their (ii) economic freedoms, and allowing themselves (iii) greater fiscal flexibility and (iv) more exchange rate stability.
