Further, this Essay examines how certain military operations within Information Warfare (IW) require new legal framework, and recounts specific events involving various types of IW conduct and cyber attack: an interesting exposé to jurists, military personnel, policymakers, and the growing and diverse body of information professionals around the world.

Book excerpt: Cyberwars in the Middle East argues that hacking is a form of online political disruption whose influence flows vertically in two directions (top-bottom or bottom-up) or horizontally. These hacking activities are performed along three political dimensions: international, regional, and local. Author Ahmed Al-Rawi argues that political hacking is an aggressive and militant form of public communication employed by tech-savvy individuals, regardless of their affiliations, in order to influence politics and policies. Kenneth Waltz’s structural realism theory is linked to this argument as it provides a relevant framework to explain why nation-states employ cyber tools against each other. On the one hand, nation-states as well as their affiliated hacking groups like cyber warriors employ hacking as offensive and defensive tools in connection to the cyber activity or inactivity of other nation-states, such as the role of Russian Trolls disseminating disinformation on social media during the US 2016 presidential election. This is regarded as a horizontal flow of political disruption. Sometimes, nation-states, like the UAE, Saudi Arabia, and Bahrain, use hacking and surveillance tactics as a vertical flow (top-bottom) form of online political disruption by targeting their own citizens due to their oppositional or activists’ political views. On the other hand, regular hackers who are often politically independent practice a form of bottom-top political disruption to address issues related to the internal politics of their respective nation-states such as the case of a number of Iraqi, Saudi, and Algerian hackers. In some cases, other hackers target ordinary citizens to express opposition to their political or ideological views which is regarded as a horizontal form of online political disruption. This book is the first of its kind to shine a light on many ways that governments and hackers are perpetrating cyber attacks in the Middle East and beyond, and to show the ripple effect of these attacks.

Although, more than a decade has passed since discussion of this issue began, there are still many questions. What if this thought, this idea, is being “psychologically built” into the minds of people; manipulation? What happens when it becomes a self-fulfilling prophecy? I think it’s important to begin any discussion of this type with a “what do you mean by attitude”. In other words, for us to provide a positive communication environment it’s important that we begin by defining certain terms. Let’s begin with cyberspace. What is cyberspace? What is, in fact, the meaning of this space? And if cyberspace can really be understood as space, what its resultant role of architecture in this still largely unknown realm? Is all reality then necessarily becoming virtual reality? Who are the architects of cyberspace, and which designing principles should they follow? And if there are really architects involved, why are the contemporary examples of virtual reality environments nowadays then still characterized as banal? Moreover, what does it actually mean to design cyberspace? Which urban metaphors are implemented in the virtual realm, so that in some way familiar notions become apparent in this abstract and technological world? Is cyberspace a novel departure or an extension – perhaps the final extension – of the trajectory of abstraction and dematerialization that has characterized so much modern art, architecture and human experience?

The increasing cyber warfare threat against the United States, the creation of United States Cyber Command and the designation of cyberspace as a warfighting domain now necessitate study of the attributes of successful cyber warfare leaders and the leadership techniques required to successfully lead cyber warriors. In particular, we must develop an understanding of where traditional kinetic leadership paradigms succeed, where they fail, and where new techniques must be adopted. Leadership is not a one size fits all endeavor. The capabilities and characteristics of the leader and the led and the missions proposed, combined with the impact of the operational environment, all merge to create a complex dynamic where capable leaders will adapt and succeed and less capable leaders will fail. We argue that successfully leading cyber warriors takes a different type of leader, one who is comfortable in the inherently technical cyber domain, appreciates technical expertise, and understands the personality types, creativity, culture, motivations, and intellectual capability of cyber warriors. The emergence of a new warfighting paradigm and the need to adapt is not unique to the cyber domain. Leaders are products of their development processes, which sometimes becomes out of date. She rejects the alarmist case. The argument she presents is compelling: Cyber war is more dangerous because perpetrators are difficult to identify, the costs of resorting to cyber warfare are relatively low, the technology confers offensive advantage, and it bears escalatory potential due to the perverse practice of pleasure hacking. What follows contains all the ingredients of a sustained blow to this logic: 1) For logistical reasons, the identity of the attacker is difficult to conceal; 2) successful infrastructure attacks require immense human capital; 3) the offensive technology is vulnerable to entrapment via so-called honey pots; and 4) as rational actors, potential cyber warriors calculate the risk of sustaining self-inflicted damage since networks defy tactics of precision targeting.
