Book Changing Customs

Download or read book Changing Customs written by Mr.Michael Keen and published by International Monetary Fund. This book was released on 2003-10-20 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper, based on the considerable practical experience of the IMF’s Fiscal Affairs Department, sets out a successful strategy for modernizing customs administration. The essence is to establish transparent and simple rules and procedures, and to foster voluntary compliance by building a system of self-assessment supported by well-designed audit policies. Having set out this strategy--and its benefits--the paper discusses in depth what is required in terms of trade policy, valuation procedures, dealing with duty reliefs and exemptions, controlling transit movements, organizational reform, use of new technologies, private sector involvement, and designing incentive systems for an effective customs administration.

Book Customs Modernization Initiatives

Download or read book Customs Modernization Initiatives written by Luc De Wulf and published by World Bank Publications. This book was released on 2004 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: A companion to the 'Customs Modernization Handbook', this book provides case studies on customs modernization initiatives in seven countries: Bolivia, Morocco, Mozambique, Peru, the Philippines, Turkey, and Uganda. The initiatives in each of these countries show similarities as well as differences in their approach and design. Some have relied on a model of independent revenue authorities (Uganda and Peru), others have called upon private sector service providers to initiate the modernization process (Mozambique), others have taken the drastic step of a complete overhaul of their customs staff (Bolivia and Mozambique), others introduced new information technology to streamline customs processes and to integrate other members of the trading community into an electronic network (Ghana), while still others have approached the modernization process as a pragmatic, well-focused, result-oriented process.

Book Customs Modernization Handbook

Download or read book Customs Modernization Handbook written by Luc De Wulf and published by World Bank Publications. This book was released on 2005-01-03 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Trade integration contributes substantially to economic development and poverty alleviation. In recent years much progress was made to liberalize the trade regime, but customs procedures are often still complex, costly and non-transparent. This situation leads to misallocation of resources. 'Customs Modernization Handbook' provides an overview of the key elements of a successful customs modernization strategy and draws lessons from a number of successful customs reforms as well as from customs reform projects that have been undertaken by the World Bank. It describes a number of key import procedures, that have proved particularly troublesome for customs administrations and traders, and provides practical guidelines to enhance their efficiency. The Handbook also reviews the appropriate legal framework for customs operations as well as strategies to combat corruption.

Available in PDF, EPUB and Kindle. Book excerpt: Computerization is an important part of World Bank tax and customs projects. Revenue administration computerization projects should be seen in the broader context of public sector reforms. They touch on issues such as the government's overall strategy for information technology, the revenue agency's autonomy in maintaining information technology systems, civil service laws and procurement policies, and communication and cooperation among government agencies. Drawing on completed and ongoing projects -- especially the Philippines Tax Computerization Project -- this note offers recommendations for project design and implementation.

Book The Practical Handbook of Computerization for Distribution Managers

Download or read book The Practical Handbook of Computerization for Distribution Managers written by Colin Barrett and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: Back in 1983 I was chatting with Dick Coleman, publisher of Traffic World magazine, when he unexpectedly proposed that I write a column for the magazine on computer applications in the transportation/physical distribution industry. "But, Dick, I don't know all that much about computers," I protested. "You use one, don't you?" he asked logically. Yes, I did; I'd been running my consulting business with it for two years. But that didn't, I explained, make me an expert. "Think about it," he said. That's typical Coleman; he drops these studiedly casual ideas and just lets them lay there until you pick them up and wind up doing just what he wanted you to do all along. Sure enough, the longer I pondered the notion the more it appealed to me. OK, I wasn't a computer expert (I'm still not). But I was a computer user, in the transportation/distribution field; maybe from that perspective I might have some useful things to say to other transportation/distribution users and would-be users of computers. Thus was born the "Computer Software for Transportation" column. The first one appeared in the April 11, 1983, issue of Traffic World, and it's been a once-a-month schedule ever since. And thus, too, was ultimately born this book.

Book Taxation in a Low Income Economy

Download or read book Taxation in a Low Income Economy written by Channing Arndt and published by Routledge. This book was released on 2009-03-04 with total page 516 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume contains a stimulating collection of analytical studies focusing on taxation in Mozambique. It tells a compelling story about tax systems in a low income economy increasingly integrated into the world trading system, but very much dependent on foreign trade taxes and international development assistance. Key issues covered include: A better understanding of the historical background of tax reforms in a representative African economy (Mozambique) along with an assessment of taxation performance in a comparative perspective. Insights into the practice and implications of tax policy, both from the perspective of the consumer and the firm level. Discussion of the existing institutional set up in which tax policy and its enforcement operate and analyses of current tax practices. Taxation themes at the border and at domestic level, which are typical for low-income economies, characterized by a high degree of reliance on foreign trade taxes. This volume is meant as a guide for developing country government officials and professional aid practitioners as well as academics, researchers and tax policy analysts working in the development field. It will also be of interest to students of development with a special interest in public finance issues in poor countries and how to improve policy-effectiveness, including tax policy, in a developing country setting.
